I need a favor. Some contacts you might find valuable are in need of a resource only obtainable from one source. As I recall, you have a few ties to this 'source' yourself.
The contacts are addicts. Paramilitary. They're in need of Cardamine in order to survive. They're at odds with the Hessians, and I know you're having some difficulties with them in... You said, Dresden, right? Right. Anyway, if you're willing to build a little bridge for these people to get their stuff, I'm sure they'll be more than happy to put more pressure on the Hessians for you. Though it's probably best if you don't mention who you're getting Cardamine for. I'm fairly certain the Reapers and Maltese aren't friends.

You, of all people know that this is not exactly something I can do, Legally; never mind the PR nightmare we will have to face. We've worked with the Reapers before, their advanced technology and offensives against the Hessian's did help us, but contact with them did... Stagnate. We lost almost all contact with them around almost a year ago.
I do have ties to the source, but why you'd want me to obtain supplies of such substance that could warrant a complete crap-smear all over our agency seals if this ever goes public and me standing on a public court podium because I decided to smuggle drugs. We have a confiscation depot with a good amount of it but I can not ensure a steady supply, abuse of military equipment, abuse of law enforcement positions, ect.
I will try and arrange a ship to deliver the supplies to you... Just tell me how many of them there are, I'll try get a 3 month supply, and you get a date for the exchange to take place.

You know there's other alternatives to direct involvement. Third party outsourcing, for instance. Surely you've got some people out there who aren't afraid of getting their hands dirty.
Think of this as an opportunity. You out of the goodness in your heart reach out to the Fallen Angels and help them resolve their short supply of drugs they need to live. This is of course all being done under the table. Neither of us would be caught dead with Cardamine. In return for you helping me while I try to help them, you - the Buro, in this particular instance - are helping build up a sizable and rather capable fighting force in the Omegas to counter the Red Hessians. Because of your indirect involvement, the Reapers will be rather grateful and willing to work with the Buro and Rheinland as a whole on a much larger scale. Cheap contracting and extra guns pointed at your enemies? Sounds too good to be true.
This is the one catch, though. You need to help them in order for them to reach a point where they'll be able to help you. It's like an investment. You give them drugs, we fix their stuff, they use those drugs and their newly repaired stuff to shoot people we don't like. Everybody wins except the people getting shot.
