Please explain what the rule above means and why a Freelancer IDed bustard is constantly harassing a LNS by jumping them without their consent to various systems and leaving them there and a freelancer's IRP reasoning to do so to an ID that is not hostile to them.

Your ship has been kicked out and back on Erie. The players complaining about the actions of the IRG and others in relation to jump drives must submit a proper report.
As already mentioned back in the Nomad jump drive thread, the usage of a JD to jump someone without their consent is a hostile action by the definition of the server rules and as such must:
1. Be allowed by your ID.
2. Allows the player you jump to defend themselves.

As the person who was driving the Mama Brick at the time, as it is a shared, I'm going to point out that [REDACTED TO AVOID TRIAL BY FORUM] was using the ship beforehand and I had no means of containing his enthusiasm whilst he was doing whatever he was doing, but according to Skype, it was apparently blind jumping. However, I only picked up LNS-Montana ONCE, and here's why:
We did have an in-RP reason to remove the Montana from the premises. We were smuggling Artifacts, and in the interest of the Navy - who one of us had seen in the RP environment - not fining or firing on us, we simply removed the Navy from the premises via a Jump to Colorado and running off. In-RP? Yes. Underhanded? Absolutely.
I cannot offer you testimony/reasoning as to the "repeatedly" bit of it at this time, on account of the player behind it being asleep.
If the player in question feels that they have been wronged unduly, my door is open; there is no malice borne towards them from this side of the table.
EDIT: Oh, thanks Spazzy. I can stop terrorizing the THP chats now.
Please note that in future interactions you should treat using the jumpdrive -against- a player as a hostile act.
Just like you cannot hire a FL with a generic ID to shoot the navy for your smuggling escapades, it should apply the same to the jumpdrive. The way you describe the situation makes sense from an IRP standpoint and is a sound strategy, but is too dependent on context to be freely allowed on any generic ID or to be taken as anything but a type of engagement.

I was once flying the Mama.Brick and blind jumping people randomly. At least Exo had a RP reason to do it: smuggling. I was just doing it for the sake of jumping random people to unknown locations, nothing else. So I'll take flak for this also.

So does it make it ok to jump an enemy faction member to another system that is still in both of their ZOI? Me being BAF jumped Molly to Omega 3 before RP and do to strange circumstances. I need to know what Legal factions can do/not do with Jump drives in their ZOI. Here is the link to my account of what happened.
