I consider being party to this conversation with you to be an honour, as a former oppressed citizen of Rheinland, I have heard much of you, in fact, I went so far as following your example as much as I knew how when I began my fight against the stain on my Home as an activist, your conviction and determination is what I admire the most.
I have not contacted you to waste your time with some vain attempt at flattery or to patronise you. I was referred to you by a very reputable mutual friend in the Order, one who assured me I could rely on you. The Grand Admiral appears to choose his allies very wisely.
A specific reason behind this sudden outreach would be the current state of the Unioners, politically and otherwise, to the best of your knowledge, the last thing I want to see is for my home to fall into the hands of another breed of greed and corruption.
As much as trying to be a good man has resulted in immediate and grave consequence for me, I want my Home and its people to have a chance. I wish to work with you and ensure that our people have a future to look forward to, with the Bundschuh at the helm of the State, driving it forward and past the mistakes of the current excuse for a Government.
In a lot of ways.. you remind me of my sister, so please forgive me if I am sometimes awkward when conversing with you.

It is not often I receive calls from the Coalition. In fact, the only time I recall conversing with one of your operatives for longer than a few minutes was years ago, back when the Coalition Commissariat tried to weasel their way into the internal politics of both the Volksrevolution and the Bundschuh as a whole.
You will forgive me, because of this, that I am hesitant to consider you more than a curiosity at this point.
However, I will admit that your desire to protect Rheinland from influences like the Unioners is certainly one that I can get behind. In short, that and the fact you have apparently been forwarded to me by Admiral Golanski is the sole reason we're talking in the first place.
Before I get to the meat of it, though, let me offer the same courtesy - you asked for information, so I'm going to ask as well. Your question about the Union, is it motivated from personal goals - as your message implies - or do you represent the interests of the Coalition as a whole, making this a more official conversation?
Regardless of what your motivations are, however, I can share a part of our intelligence briefing with you. Bear in mind that some of it will contain redacted parts, as the dossier on the Union we have assembled is quite extensive, and significant parts of it are on a need-to-know basis only.

As usual, every three months, this is a summary on the current composition of the Unioners, their strength and possible threat evaluation, as well as [REDACTED]
Summary
While at a brief glance the Unioners might appear to be nothing more than a group of disgruntled pirates much like their Libertonian 'equivalent', the Rogues, the truth is in fact far more complicated. As your time is likely limited, however, we will keep it to the most basic points.
Similar to the Bundschuh, the Unioners aren't politically unified. Their so-called 'cells' however are usually larger than your standard Bundschuh sect, usually ranging at sizes rivalling the entire personnel of large sects like the VWA at it's height, or DWR right now. Contrary to the usual composition of a Sect, however, those cells aren't necessarily mostly comprised out of idealists, often employing other personnel alongside with like-minded individuals.
Each of those cells seems to specialize in one or two types of activities, and while all of them share the common moniker 'Unioners', it is relatively safe to assume that there are just as much tensions between rivalling or opposing groups as is to be expected.
LWB - Threat Level Yellow
The currently most influential (and therefor politically dominant) cell is the Landwirtrechtbewegung (LWB). In the wake of the short-lived war between the revolutionary coalition led by Ministerin Haupt and Hessian Generalmajor Heinrich and the Unioners, the Stuttgart-based LWB fractured under the political pressure from both sides. While the majority of the ideologically driven personnel entered either Bundschuh or Hessian service, a not insignificant group split off and formed themselves anew in the Unioner movement. With their large amount of manpower, the LWB primarily still maintain their course to oppose Synth Foods (and other foreign corporations to a lesser extent). Their underlying xenophobic message is the primary reason for their classification as 'yellow' - as well as a slight Anti-Bundschuh-sentiment caused by other Unioner influences blaming us for the 'downfall' and subsequent absorption of the initial LWB.
They maintain a significant spaceborne fleet, but primarily use it for piracy and hit-and-run attacks on corporate bases in Stuttgart and occasionally Köln.
Evaluations have predicted that the manpower and general sympathy are the only things holding the LWB in power currently, as their rise to dominance was only preceded by the death of Arbeitsdirektor Garen. It is possible that a conflict between them and another major cell might lead to a downfall and a subsequent removal of the LWB from the Unioner's list of cells, especially if our assumption is correct that at least a few people in their leadership might have been complicit in Garen's (suspected) assassination. AU - Threat Level Yellow
The Alster Union is likely the largest group of Unioners aside from the LWB, and also the one most people tend to think of when thinking of the Union. The reason for that is twofold - for one, the most recent major terror act by Unioner groups was the Alster Massacre, which was primarily conducted by members and supporters of the Alster Union. On the other hand, the opportunistic and most of the time relatively moderate views of the Union have often caused the biggest trouble in Rheinland proper, both on the political floor and spatial conflict. If one meets a Unioner pirate outside of Stuttgart and in Rheinland core space, he likely is on the Union's payroll or at least has ties with them.
Politically, the Union is the strongest supporter of the Imperial Party, and in turn gets major support from Hamburg's 'aristocracy', or at least the ones that managed to stay afloat. Aside from that, they are also the group that [REDACTED]. In the lower areas of Hamburg's cities, they effectively function as a garrison force, cooperating with enforcers and maintaining social order through repression and cover companies.
It is predicted that should the influence of the LWB waver, the Alster Union is likely to take it's place as the politically dominant group within the Unioner movement. [REDACTED]
CF - Threat Level Orange
"Chort's Forge" is the name self-given to the Unioner cell based on and around Pacifica Base, the likely oldest unlawful base in Rheinland and it's general vicinity. The group is rather small by Unioner standards, but maintains significant political influence, operating mostly manufacturing jobs. CF 'politicians' have been observed to play their cards in such a way as to balance the power of the other cells, in a bid to always stay on top. It is furthermore assumed that in case of a conflict, the CF can rely on the backing of each of the other cells, mostly because they are quite dependent on Pacifica for their very survival.
CF's political views are probably the least unified in the Unioner movement, as the close proximity to Liberty, the constant influx of different ideas and the fact that they very much stand between camps would suggest. Like other divided groups, they mostly swing back and forth between opposing the Volksrevolution or cooperating with it. [REDACTED]
Nightcrawlers - Threat Level Orange
The Nightcrawlers are possibly the only true remnant of the Unioners from a time where the Revolution stood unified. Mostly comprised of elder members of the movement who made their living from smuggling hessian-mind Blood Diamonds into Liberty, and still control the majority of the black market in western Rheinland. Politically they are split, mostly on the issue if the closest ally to them are either the Corsairs or the Coalition. This split is also what makes them unpredictable. Aside from this, they hold a deep resent towards the hessians, but it is notable that at least the pro-Coalition-faction of the nightcrawlers does not hold a grudge towards the entire Volksrevolution aside from currently popular sentiment, which (obviously) regularly shifts.
The unpredictable nature and the significant economic power make the Nightcrawlers a threat to be reckoned with for anyone operating in western Rheinland, mostly in Stuttgart, and, as of the recent decline of the RHA, in the near Omegas as well. [REDACTED]
Leipheim Unioners - Threat Level Red
The Leipheim-based Unioners are the largest threat to the Volksrevolution, mostly based on their location. Based in the proverbial 'back yard' of the usually Bundschuh-dominated part of eastern Rheinland, the Leipheim Unioners are pretty good when it comes to keeping their heads down. They are rumoured to be involved with the Black Market, and their position on the Coalition vs Corsairs issue is, as of now, unclear, although the strategic position they are in heavily suggests rising pro-corsair sentiment. Leipheim Unioners have been observed to be violently anti-Bundschuh, occupying a significant part of White Rose forces to keep Munich clean and the Nuremberg evacuations protected. [REDACTED]
GEIST - Threat Level [REDACTED] GEIST is the [REDACTED], currently operating as the only known group directly under control of the 'central authority' the Unioners have. Operations by them [REDACTED] suggesting a role similar to an intelligence agency.
Unioner Movement total evaluation - Threat Level Orange
The Unioner threat has significantly weakened since the conflict between the Hessian/Bundschuh-Coalition and the Unioners calmed, but it is still adviseable to maintain strike forces to keep them in check. Especially the rising pro-corsair sentiment is a worrying development and could, if not counteracted, lead to another radicalization of the movement. As long as the LWB maintains it's current position, the movement will likely stay a comparatively 'toothless' behemoth, but still a behemoth.

What the Coalition wants regarding Rheinland is for a movement sympathetic to our banner to rise from the ashes of the current Government. What I want diverts from this, what I want is what's best for my Home. Even if that means deviations from established long term objectives.
The matter of my Home is personal, it always will be, this is between you and I and I make no attempts to bring you under the influence of the Commissariat. I am prepared to be entirely open with you. No masks and no cloak and dagger theatrics that the Dumas insists that I use on a regular basis. All I ask for in return is equal trust, not implicit faith.
The Büro and the Unioners are threats to the people of Rheinland and their futures, dangers that must be curbed. There currently exists a concern that the Unioners have been compromised by nomadic influence, brought to my attention by Colonel-Inquisitor Valkyrie. Truth or not, I can't ignore this. Not with what's at stake.
I suggest having these conversations in person if any further discussion is necessary. There's fine line between idealism and treason, one that I must be cautious to ensure that the Commissariat does not interpret me as having crossed.
You have my word, what's left of it, that I will contact you before taking any action against the Unioners. As for returning this favour all you will ever have to do is ask.
And for what it's worth. You give me hope. A very naive emotional nuance that I'd almost forgotten the feeling of.
