After going through reports from our internal R&D recon forces, we've gained sufficient knowledge on just how the Gallic war machine maintains itself well enough to hold itself in London without meaningful withdrawals due to fatigue and damage sustained. Our operatives have located a peculiar drydock/shipyard installation in the Edinburgh system of Gallic origin. Initial reports indicate that this installation is the key to Gallic forces maintaining their advantage in being able to return warships to the front quickly after suffering damage.
Guarding this installation is estimated to be a full-size battlegroup. Naturally this puts any from of frontal assault off. Our intel of the surrounding area is sketchy at best right now and we're working to gather more intelligence as we speak, however it is necessary to involve our counterparts in this endeavor. With primary Bretonian and Liberty assets tied down engaging Gallic assets along the frontlines or otherwise cleaning up isolated Gallic forces, an operation to strike at this installation will require the best minds we can muster.
As such I turn to you. I do not anticipate a heavy force to be committed to an eventual heavy assault, and I'd prefer it this way. The only projections I can currently foresee to make a successful strike against this facility would be a precise, quietly launched surgical strike. We believe that if a meaningful attack can put this facility out of operation even for an extended time, we can turn the tides against the Gauls. Losing their frontline repair and production facilities would be invaluable to the war effort. I don't truely foresee the total destruction of the station at this time, but this could change as more intel becomes available.
However before moving to the planning stages, I must ask. Would each of your organizations be willing to commit alongside the 5th Fleets R&D strike force?

Your reconnaissance data is interesting, although it does match up closely with our own observations on Gallic force movements and their supply lines. Unfortunately at this time, all of our Gallic Front TacOps forces are currently tied up in other engagements. Additionally, given the nature of most...research and development sections of the Department of the Navy, I'm sure that we would need to supply an ample amount of equipment and personnel to see such a mission through, and that would necessitate a greater role of the LSF in both planning such an operation and heading up its execution.
Simply put, while we understand wholly the importance of such a mission, our units are too presently engaged in their current priority taskings to take it on at the present time, and given the recent losses of the Navy, it would seem that every ship and every man counts more than ever - and that leans itself away from risky maneuvers behind enemy lines without further planning.

Admiral,
Director Weber is currently attending to other business and asked me to answer this communication. I'm not sure why you're asking us. The SIS is an intelligence service, not a true fighting force. Though we have access to a not-insignificant force, attacking the Gallic Royal Navy in a straight fight is not our best use. If we've found ourselves in that situation, we've failed on several levels.
In any case, the Council already attempted what you're suggesting, and the operation ended in a dismal failure for them. By the time we can get enough forces there to succeed where the Council failed, we'll already be on the offensive and likely winning the war anyway. A sneak attack with a small force will be insufficient for the task, as the station's defences are far too formidable, and our ships wouldn't have enough time before the stations defences reacted and destroyed the attacking force.
I'm sorry, Admiral. Issoudun Drydock is out of reach at the present time, and I won't commit valuable SIS assets to such a futile gesture.
