The Admiralty Board of Her Majesty's Armed Forces of Bretonia is hereby instructing AWES, respectively the organizers of the racing event that is to be held on the 5th of March, to amend rules at earliest. As of the present time, the regulations for races 2 through 5 are in violation of the Bretonian Charter of Interstellar Law, specifically the following article:
It is an offence to subject any law abiding person to the following actions:
Assault: Firing upon or otherwise harming any station or vessel.
Piracy: The disruption of trade lanes or the coercion of credits, cargo, information or services.
Kidnapping: the coerced detention of any vessel or individual, i.e. the holding of pilots or escape pods.
We trust that AWES understands the situation and will work to remedy the issues that have been mentioned. Should the issues not be remedied by the time of the race start, the support provided by the Trade and Industry Department will be forfeited. The Admiralty Board stands ready to continue assisting AWES in coming partnerships within and around the Kingdom of Bretonia.

As per your request, we have reviewed our event's rules as they apply to the following article of the Bretonian Charter of Interstellar Law:

Kidnapping: the coerced detention of any vessel or individual, i.e. the holding of pilots or escape pods.
In response I can reference our base's public information and promotions page, Always Welcome Entertainment Services, describing the way we offer these services:
A safer way to race. Using drone technology and quick scan-and-clone technologies from across Sirius, we can make rudimentary remote pilot craft that can take part in the race in place of your expensive vessel and your precious life! You can still race without putting it all on the line! The AWES station will scan your vessel (when within 10k of station) then direct your ship to dock on nearby Battleship Hood. The drone is then deployed to the Hood for your use in the racing events. The process is automatic and quick for all registered during special events and replay-ability guaranteed with low rebuild times to try again in the event of destroyed drones.
Our legal staff were under the impression, which was assumed to be supported by the Trade and Industry Department given that the Public Promotional Page has been available for review since Oct 23 of the prior stellar year, that because these races did not subject any law abiding person but only reusable drones to such acts, that this law would be satisfied with our technological workaround to make the races worth watching. All racers in reality will be on the Hood, experiencing the race through VR means. Spectators are kept in a safe, shielded area around the base, and the turrets are really at their lowest power given they only need to destroy light drones so they are relatively harmless to outsiders.
And on the kidnapping portion, well, they were invited and allowed to stay long as they stay entertained and law-abiding! We have no control over when they return to their homes and/or duties, unfortunately, nor would we try. Any coercion of credits complaints would likely be frivolous by sore losers or overindulgent guests getting out of hand, both easily mitigated by our concierge services, and potentially the help of sponsor OS&C.
Hopefully this simulated environment meets the criteria to keep us lawful, as we already had plans for another event that perhaps would even benefit the Armed Forces branches looking to improve their skills in a safe environment. Unfortunately, I'm not privy to disclose further details until this concept is approved for public release.
Please let us know your decision. We believe we had been forthcoming on our concept so this communication comes as a bit of a surprise. We would love to continue to work with the Trade and Industry Department - partnerships for positive economic benefits is kinda a main theme of our Uniting the Worlds through Finance!

The Admiralty Board is thankful for the presented information. We stress the need for maintaining communication lines as they remain, by a long margin, the safest method of solving any incidents that may arise during these times.
We see no issue with allowing the race to continue in a safe manner, and we further state that the funds promised by the Trade and Industry Department will indeed be sent to the AWES-designated Neural-Net account as soon as the race concludes. Channels of communication with the respective department will contain more information that may be needed in the coming days.
We once again thank you for the quick and professional handling of the issue brought forth by us. We also wish to extend a helping hand by informing the Ministry of Defence to introduce a travel advisory for the location adjacent to battleship Hood and its race track should it be requested or needed.
