Going about this via the official channels will definitely not result in anything good. In fact, if anyone gets wind about this mere inquiry, or the fact that you know about what may or may not be in Newcastle, could get you more than just banned from Bretonia. I know, big loss for you, and so on and so on.
Now, if there were something in Newcastle that snooping researchers should not have access to, that would be something the SIS would handle. Now, those charming agents with their fine suits and gadgets and wonderful titles are very busy people, and without a good reason, they wouldn't bother at all with snooping researchers.
In fact, if anyone was to in any way, shape or form acknowledge such an inquiry, what would be to get in return would need to be of a very similar value. Given we have been talking about you forwarding information about possible misconduct of an SIS asset in Omicron Delta, you can certainly imagine that the SIS would react rather awkwardly about that.
So, I see no legal or adequate way to help you with that request. At least no easy one. And, mind you, I haven't even asked about what the hell someone with a degree in Baxter Anomalies - by the way, what would be the factual term to describe that degree? Master of Quantumphysical Anomalies? - would do with a scan of something that could possibly or not exist in Newcastle.
Don't get me wrong, Dr. Wright. I didn't get a bad impression of you from our conversations today and I appreciate your conduct, and I would really like to help you with your research. But before I can do anything remotely like that, I need a little bit more background information on what you need, why and for what. And who else gets access to that. Keep in mind that I've seen Starlight Research vessels in what seemed to be a rather confident proximity to Technocrat vessels, and Bretonia (with the exception of a very selected few individuals) isn't very keen on doing anything with these people apart from what Silver Serpent would have liked to do with me today, and that's certainly not dancing lambada.
Long story short: You're asking for too much, without giving much for me to work with. Unless that changes, there is nothing I can do, which is a shame since I always enjoy pestering the Director of the SIS with questions about what, pardon the language, the fuck his representative assets are doing literally everywhere they are not supposed to be.

Meet the Tau-23 system. At 884,736 cubic meters the system is considered slightly smaller than average, being comparable in overall size to the Pool System in Bretonia. This system is covered by an S-Type asteroid field rich in Niobium and Beryllium deposits. With Niobium being in large enough quantities to warrant industrial extraction. Historically mining operations were somewhat peaceably divided between the conglomerate Bretonia Mining and Manufacturing and the Independent Miners Guild. However following the Gallic invasion of the system in 817 a.s. Bretonia Mining and Manufacturing was forced to abandon their operation. To be replaced by the Gallic Metal Service who continued extraction of the valuable ore. The Gallic Metal Service continued the harvest until 824 a.s. when an explosion of the principal processing facility, Indochine Outpost, ended operations. While initially the cause of the explosion was unknown, a Maquis Manifesto released on the nuralnet later claimed responsibility. From this point until the end of the Gallic War only the Independent Miners Guild profited from Niobium extraction, albit on a much smaller scale than either G.M.S. or B.M.M. After the close of the Gallic War the Tau-23 system returned to its originally contested status. With both Kusari and Bretonia laying claim to the system, along with numerous other smaller powers and entities. This contested status ended in 828 a.s. with the Kusari lead blitz of the system, quickly overwhelming local Gallic patrols and laying waste to infrastructure, which resulted in the loss of the waystation Cheronsee. Within months however Kusari was pushed back out of Gallic Space and Tau-23 returned to a contested status, however this time both Bretonia and Kusari entered into an agreement with regards to the administration of the system in late 828 a.s. allowing Sirius based corporate entities to again resume extraction operations in the system.
As a side note while pirates in Tau-23 normally consist of your usual culprits there is an unusually high level of Outcast activity in the system, leading some to claim that Tau-23 lays on some sort of "smugglers run" for Cardimine, still others point to the longtime animosity between the I.M.G. and the Outcasts as the primary reason to their consistent activity in the system. OCS Silent Man was, at one point, a common Oasis-class passenger liner. In the early days of Natio Octavarium's settlement, though, a liner wasn't what they needed. Over the course of several weeks, the Silent Man's spacious corridors were heavily remodeled, converting the vessel into a light carrier. While it lacks the firepower and armor of house military vessels, its low sensor profile and comparatively limited thermal signature allows it to lurk in clouds and asteroid fields as a concealed resupply post for hit-and-run operations or long-term observation. Why the Natio Octavarium choose to deploy the vessel to the wreckage site of Cheronsee Waystation is still as of yet unknown.
The Independent Mining Guild established Java Station in order to lay claim to the rich mineral resources present here. Originally, the Guild met stiff resistance from Bretonia Mining and Manufacturing, but the arrival of the Gallic Navy in the Tau borderworlds effectively ended Bretonia's attempts to pressure IMG out of the system. Before the start of the Gallic war the station was upgraded with a refinery module purchased from Kishiro. Now able to refine both Niobium and Beryllium, Java has become a large supplier of these metals, both to Kusari and Gallia. Additionally an EFL-supplied Gallic mooring and refueling facility has been added to the station to accommodate Gallic ships coming to make a purchase.
While Outcasts have been present in the Tau-23 system since at least 730 a.s. It is suspected that a fueling depot, if not a fully functioning outpost, is located within the system or a nearby system like Tau-37; given the frequent ambush of IMG transports in and around Java Station. However with the system constantly changing hands between major powers an exhaustive search has not been performed.
At the start of the Gallic War Indochine Outpost was under the management of Bertonia Mining and Manufactuing; handling the Jump Gate and nearby trade lane construction to the Beyllium field. However in the opening days of the war B.M.M. evacuated most of the station which was subsequently taken over by the Gallic Royal Navy. As the war progressed out of the Tau's and into Bertonia proper the station was handed over to the Gallic Metal Service to resume the interrupted trade lane construction along with opening mining operations in the Tau's for Gallia's benefit. With the trade lanes being completed and Indochine showing her age, the construction of a more suitable Station began elsewhere in the System that soon became to be known as Cheronsee Outpost.
However, while the Indochine Depot security focused mainly in protecting the Lanes construction, Gate and mining Operations against Outcast and Pirate actions, they disregarded their own domestic enemies, namely the Maquis. In a daring and uncompromising Operation, with the help of a turncoat operating inside and the increased operatives visited the Station with false identification and security clearances granting them access to restricted sections of the Outpost, planting several explosive charges over the course of days and avoiding the weekly security sweep.
With flick of a button, Inodchine Outpost was gutted from the inside out, with the reactor core reaching a critical status and finally ending its existence, alongside over two hundred souls. Propaganda videos of the attack soon flooded the Gallic media cortesy of the very people that turned the Indochine Outpost into a Wreck, reminding the Crown of the Maquis manifesto and mission.
Cheronsee Outpost was built by EFL in 825 A.S. to support Trade Lane construction in the Tau-23 system as part of a contract issued by the Crown to ease pressure on the supply lines used by Gallic forces in Bretonia. The supply lines were, at the time, overly stretched and action was needed. As a mining base, Indochine Outpost lacked the proper installations to help in the lane construction and a refit would be as costly as a new outpost. Cheronsee was established as the initial phase of trade lane construction from the Languedoc Jump Gate was nearing completion. With the destruction of Indochine at Maquis hands and the near completion of the project in Tau-23, it is likely that EFL will either sell the outpost to the GMS or simply abandon it. However before a decision could be reached Cheronsee was destroyed in the Kusari Blitz of Tau-23 by the Battleship Nagasaki. Defenders of the base had little warning of the attack, and the main command module of the base was pounded until it cracked, with the rest of the base mostly intact and left abandoned to this day.
Near the Languedoc Jump Hole there appears to be a large gravitational disturbance which has several clearly indicated signs of being a Baxter Object. As this object is located on the edge of a Lagrange Point it is suspected that this is merely a hyperspace eddy created as a result of the Languedoc and Tau 37 jump holes overlapping within the realm of Hyperspace. While further surveys have been ordered this unique phenomena it has already drawn the attention of at least one entity as a Corvo Cruiser has already arrived on location.

What is it with Liberty and the capital planets not sharing the name of the system? Weird, huh? Well, Los Angeles is definitely the melting pot of creativity in Liberty. You will find a bit of everything here, from high society VIPs to free spirits and other weirdos down to the common folk, and not just form Liberty. In fact, already upon arriving in the planet's orbit, you may find the mighty 46th Liberty Navy fleet securing the orbit with literally any battleship but the Libertonian Overlord. If you are into variety and have an open mind, Los Angeles will not disappoint!
2: Planet Curacao, Cortez
It shouldn't surprise that the wonderful blue pearl of Cortez is in this list, given Curacao is the state-of-the-art luxury planet and will likely always be. Tropical resorts, racing, casinos and a very open market situation when it comes to, let's say, souvenirs, and much more speak for Curacao. Now, that's a disappointing, sudden change of tone. I guess the previously praised Zoner neutrality for everyone on equal levels had to make way for opportunism. Dear Doctor, let me just make a few things clear, as you seem to have a misconception about the situation.
1. I do not need access to Ikarus Station. It would have been a nice-to-have, certainly, and a possible foundation of mutual trust - me trusting you to uphold your word of neutrality and security and, as the sign-up document points out, misuse the ability to essentially randomly search me, my belongings or even destroy my belongings and throw me out of an airlock. It certainly would have been a nice way to mend the wounds of reputation and name. If there was ever going to be a stop to the senseless accusations against people who did not partake in the actions of other people who just happen to have the same nationality, building bridges, dropping the weapons and give each other a shot at mutual trust would be the best way to go.
2. I do not need the information about the alleged misconduct of an SIS asset in Omicron Delta. I personally have no gain from it. This would be a service in your favor, dear Doctor, as right now there aren't many people willing to annoy the higher-ups with reports of misconduct. The way I see it, this would be your chance to prevent possible further incidences by helping me investigating a case of something that, so far, sounds not just dubious but also potentially made up, given the lack and unwillingness to forward evidence under reasonable conditions. I'm giving you the benefit of a doubt here, Doctor.
3. While an amicable attempt of giving me something by giving me nothing, the surface level data on Tau-23 contains nothing of novelty. Bretonia has been active in the Taus, including Tau-23, for decades, and especially during the Gallic War. You gave me pears when I asked for apples, Doctor, and I already have pears. What I want is apples.
With these things clarified, I suggest we continue this conversation on eye-level. There is a lot of room to argue, and the first thing I recommend to you is to acknowledge that. Making demands, especially unreasonable ones, won't get you any closer to your object of interest than it does me.
Allowing you to enter a restricted area of Bretonia without explaining your intentions and methods in detail, without telling me what you hope to get out of this and with whom you share it, that is entirely impractical. Try to see things from my perspective here. I don't have much to vouch for you, and in the worst case, I can end up at the gallows for allowing a foreign entity that is certainly not hostile towards the current enemies of Bretonia - whether I agree with that or not - to trespass a restricted area and conduct unexplained scans on whatever may be in said restricted area. I need you to understand that this can be considered treason, or worse, ineptitude.
Nevertheless, I am not unwilling to help you in other ways. After all, wouldn't it be a shame if your eloquent use of latin would have been in vain? You insist on quid-pro-quo. Have it, with adjusted terms.

Once Overseer assets have performed the scan, the acquired data will be shared with Starlight Research. Starlight Research agrees to not share the data with third parties unless Overseer agrees beforehand.
2. Starlight Research will share all available information on the alleged misconduct situation of the [SIS]-HMS-Royal.Guard in Omicron Delta with Overseer.
3. Starlight Research will forward a detailed report about the Tau-23 Baxter Anomalies to Overseer. The report shall contain explanations on the threat level of these anomalies and how to counter-act them. (Given you already spoke about publishing a paper on these, this should not be an inconvenience to you in first place.)
4. Starlight Research clarifies their stance and dealings with the Technocracy of Auxo.
5. Upon both parties upholding their ends of the bargain, Overseer will donate 100.000.000 Credits (one hundred million credits) to Starlight Research to aid with their research.

What I am asking for is not unreasonable, and the solution I offer certainly doesn't put either of us at risk, you understand? As a sidenote, you will likely have noticed that the proposal doesn't mention Ikarus at all. As mentioned before, access to the station was praised to be based on mutual respect and equality, regardless of ID and origin. If that has suddenly changed, well, what would that say about you.

The change of tone shouldn't be all that unexpected. Pleasantries are reserved for politicians. Also to further clarify, researchers are welcome on Ikarus, whatever you claim or pretend to be is not necessarily as welcome. In fact just mentioning in jest that I was planning on allowing a BIS agent aboard to the director so thoroughly derailed the conversation that I was again able to avoid answering to my budgetary discrepancies for the last quarter. But, it does appear you have moved on from posturing to progress.
I will need to fully clarify this relationship for starters. You are working on this project for me, and me alone. Should word of this, relationship, reach the director it may compromise ongoing...experiments. And most certainly compromise the staff who hold, certain opinions about your House and Home. This staff, as you doubtlessly understand, are needed to perform the bulk of my research.

R1: While we have in the past used a modified scanner device. They are delicate in nature and take some time to calibrate. I have requisitioned one, but it will be a few days before the device is ready for pickup. I will provide further information at that time as to the methodology and purpose of the scan when the equipment is ready. But to quickly and shortly summarize. I believe the Object to be the cause of the Baxter Object in Tau-23, as well as other incidences, such as the New London K'Hara attack in July 824 a.s. When a Baxter Object stabilized above the New London Star opening a wormhole to the Deep Omicrons.

R3: A public paper as to the nature and purpose of the Baxter Objects will likely follow the same....underlying vagueness you didn't appreciate in my Tau-23 report. While I am willing to craft a detailed report that will likely meet your approval, I will need certain assurances. Namely that the report be attributed to me should it be forwarded in any capacity. To often I've had my research passed off by someone else, leading to certain misconceptions running rampant. Having the report properly attributed would ensure that any furture questions would actually make it back to me. Further solidifying our, relationship, for the future.

R4: Starlight officially has no stance or ongoing dealing with the Technocracy. The relationship you claim to see is a result of my dealing with them while at Ingenuus Research Group. Similar to how you'll outsource to the Bounty Hunters Guild. I outsource, issues to them. Freeing up our teams for their respective research without interruption. Think of them as a very large man with a very heavy bat. Privately I think the Director would prefer I kept them at arms length. But have you ever seen a Corvo pick a fight and win?

The equipment has been calibrated and is available for pickup at the noted location. I would strongly advise that the equipment not be disassembled by your teams for the purpose of reverse engineering it. For starters you'll ruin a weeks worth of calibration. For enders you'll ruin the data I'm in need of. Well. Not ruin per say. But it will substantially add to the analysis portion of the review.
Now I understand you also are waiting for our report on the Baxter Object. But as I'm sure you'll understand, the scans you'll be performing will either prove or disprove my standing theory. And to be perfectly blunt I'm not interested in writing up a report that may be entirely disproved, well not that I'll be writing it but lets not torture some poor intern more than they have been scrubbing out hyperspace scars from the surface of the Aurora.
If you have any questions, now's the time, otherwise we will await a data burst with the requested scans. And if you could be a dear and return the scanner to Six when your done it would be appreciated. Sean's been rather touchy lately about how much checked out equipment keeps going missing.
