I am contacting you personally, to try to re-arrange the prisoner exchange program, that had to be put on hold for very personal reasons, within our organisation.
If this exchange could still be arranged, I would like to discuss this further with yourself, or maybe a representative from your fleet. I am available for discussion at a neutral region of your choice, and also we should make sure we have sufficient escorts, just in case we are compromised in our meeting.

- The Exchange and route will be centred around Gallileo for obvious reasons.

This reply to my communication is very welcome, and I am looking forward to making this exchange a reality, and also in the future making it more frequent with our Police force and the Armada.
We have realised that the other Libertonian forces were not interested with the proposal on a previous occasion, and this is why I reached out to you, and you alone.
Our Prison Liner |KSP|Keimusho-Raina is prepared and will be doing regular trips to Fuchu prison within Shikoku to ready all the prisoners that will be earmarked for the transfer.
I am not sure if your prison system has any prisoners that we could take in exchange, but I will have to insist that the amount sent to us would have to be in small groups compared to our amount.

We have been busy, regarding this prisoner exchange program, that we talked about.
I have established a list of origins of prisoners, and also their numbers. This exchange can be done within the Galileo system, and can also have extensive escort vessels from both sides.
Here is a list of prisoners to send to you .....
Liberty Rogues = 75
Suspected Pennsylvania Zoners = 120
Xenos = 55
Various Pirates and such who have made it quite clear that they hate Liberty, but also they did illegal activity in Kusari = 140
(These individuals are not dangerous, just downright arrogant)
CLASSIFIED Prisoners who remain anonymous regarding their origin = 420
(These prisoners are deemed to be highly dangerous)
The Keimusho Raina Prison Liner that we have had refitted - Is one of the most secure vessels we have, and has the capability to carry all of the prisoners we have listed. Should any of these prisoners pose a threat while in transit, they will be sedated by on board doctors of the State Police.
I will not be expecting any sort of trouble when we do the exchange, and also times and dates will be transferred to you within the next 24HRS through an encrypted channel directly to yourself.
All State Police officers will be briefed on the operation, and I suggest you do the same, as I assume you will with all of your Naval staff.
We are hoping that this exchange will lead to more, and ease our problems at Fuchu. We are also trying to initiate extra facilities for prisoners, at various locations in the Kusari region, and it also may be possible that we can initiate our own facility running alongside Fuchu Prison in Shikoku.
