Information:
Seems to have led a quiet existence for most of his life. A university graduate, he held a career in Esslingen for several years until one day he was seen at the scene of a crime: the destruction of a Synth Foods facility. He escaped the scene although his associate, Helmut Pajo, was captured. The next morning, he was at the head of a premeditated raid on the police facility holding Helmut Pajo, who escaped with Kaspar Keitel's assistance. They immediately fled planet Stuttgart and have eluded the police to this day. Apparently Kaspar Keitel fell in with the LWB and has a string of sightings linking him to basing himself on Darmstadt base in Stuttgart. Seen infrequently for over a year, eventually he began to appear more frequently on reports, until a sudden burst in activity, presumably once he fell in with the Bundschuh. His primary location now seems to be Frankfurt, but his QX has been seen in New Berlin several times, and he is still apparently assisting the LWB's Helmut Pajo with copiloting duties. Has fought alongside the Red Hessians.
Instructions if sighted:
Appears to be a competent pilot, exercise caution if sighted. Will apparently engage if threatened, without consideration for his own safety. Reports indicate he is willing to call a truce if Liberty is invading. Regardless, if the opportunity presents itself, arrest him immediately.
