Prologue
This handbook is for all pilots of the Rheinland's Kaiserliche Polizei, containing mandatory information about their duties, generic rules to follow and all information a Polizei pilot needs to be aware of.
All information was supervised by the Rheinland 's Kaiserliche Polizei Command and will be made available for all pilots to obtain. We hereby ask all pilots to read through the following chapters, memorize and understand all their duties and possibilities as a pilot of the Polizei.
Chapter 1 General information for all pilots
Before the duty starts
Every officer has to have an actual updated law book.
Every officer has to have updated information, which are necessary for the duty.
Rules for setting up a correct Polizei ship
Naming convention: KPR|Division.Rank-Firstname.Surname (a variety of symbols can be added to replace the - after rank, so polizei pilot or officer can have more than one fighter or bomber. If the whole name can not fit, the first name can be removed or replaced by first letter) eg: KPR|KP.Pdt-N.v.Thielau, KPR|GSG.Hm-L.Parothia KPR|KGP.Rvp-Z.Karlsohn etc.
Naming Convention for Bombers; KPR|Greek Letter-XXX eg: KPR|Zeta-4 ; RFP|Alpha-186 etc.

Polizei officers are allowed to pilot ships according to their rank and these rules:
Inspekteur, Polizeidirektor, Oberrat: May fly any fighter, bomber and gunboat of civilian or Rheinland origin. May seek approval to fly Donau class cruiser or Tirpitz class battlecruiser.
Hauptkommissar: May fly any fighter and bomber of civilian or Rheinland origin. May seek approval to command Condor or Oder class gunboat and also Donau class cruiser.
Kommissar: May fly any fighter and bomber of civilian or Rheinland origin. May seek approval to command Condor or Oder class gunboat.
Wachtmeister: May fly any fighter and bomber of civilian or Rheinland origin excluding Fafnir. May seek approval to command Condor class gunboat.
Kadett: May fly any fighter and bomber of civilian or Rheinland origin excluding Wraith and Fafnir.
Rules of dealing with hostile contacts:
1. Piracy will not be tolerated. For those who are caught on piracy, zero tolerance policy is to be enforced. Use reasonable force to remove hostiles.
2. Those who are not caught directly on piracy, but are part of a well know pirate organization, or are known to be supporting pirates are to be warned and ordered to stay away from trade lanes and jumpgates. If the pilot refuses to comply, use reasonable force do show the way out.
3. Smugglers are not to be shot on sight. Warnings are necessary, but if the target refuses to comply, use reasonable force to make it stop or disable it.
Ship restrictions according to the Laws of Rheinland:
All Battleship and Cruiser class vessels that don’t belong to the Rheinland Military are banned from Rheinland space, unless permitted by an Admiral. Violators may be fined up to 15.000.000 SC fine for Cruiser class vessels and up to 30.000.000 SC fine for Carrier and Battleship class vessels and are to be escorted out of Rheinland space by shortest way. Ships which won´t comply may be destroyed. The "Corvo" Civilian Deep Space Explorer is not considered as capital ship.
All foreign Cruiser and Battleship class vessels allowed to enter under special circumstances are to keep a 10 kilometers distance from any inhabited Planet within Rheinland.
Any vessel that doesn’t belong to law-enforcement authorities may be ordered to move away from planetary orbit.
All foreign military combat vessels of any size are banned from Rheinland, unless permission to enter is given by a High Command member. All foreign military combat vessels entering Rheinland without permission are subject to destruction. Additional note: Due to a recent agreement between the Rheinland and Kusari,
Kusari Naval forces are allowed within Frankfurt system, excluding Westerwald. See additional information here.
Know hostile organizations, actions to be made with corporations and military vessels:
The following organizations are known to be hostile to Rheinland:
• Federalists
• Red Hessians
• Corsairs
• Outcast
• Nomads/Infected Personnel
• Bundschuh
• The Coalition – also known as SCRA
• The Order
• Xenos - also known as Xeno Alliance
These groups are known for hostile actions in Rheinland and are to be dealt with if committing any acts against Rheinland, according to Rules of dealing with hostile contacts, mentioned above. Providing any help to any member of above mentioned organizations is punishable by fine up to 50.000.000 SC, imprisonment or death sentence according to circumstances and severity of the crime.
Other organizations, such as Kusarian, Bretonian and Liberty unlawful forces are to be interrogated for their reasons of being in Rheinland and if needed escorted through and out of our space.
Kusari Naval Forces are to be interrogated when encountered in Rheinland space further then Frankfurt system.
Chapter 2 Fines and policy on contraband and restricted cargo
At this time fines are managed by the Rheinland Criminal Database, however if a trade vessel is caught and stopped, pilots may levy fines at place, but this must be mentioned in patrol reports.
Following regulations are implemented in case of contraband possession:
§2.1.4.1. All contraband must be always confiscated and handed over to relevent station or in case of non-human contraband destroyed on site.
§2.1.4.2. Violator is obliged to pay 1.000 SC fine for every cargo unit of contraband, however minimum sum is 250.000 credits regardless of the amount of contraband.
§2.1.4.3. In case of 5 cargo units of contraband or less, law enforcer may waive from issuing fine and use only formal warning, if he sees fit.
*Fines collected can make your chances of getting a promotion higher. All collected fines are to be added into the report as well as the proof of transferring it to KPR|Arsenal.
The following commodities are declared as contraband:
Artifacts of any sort
Black Market Arms of any sort
Black Market Munitions
Blood Diamonds
Cardamine of any sort
Counterfeit Software
Human Organs
Kemwer Munitions
Nomad Materials of any sort
Slaves
Stabiline when transported in quantities more than 10 cargo units per ship
Xeno Relics
Exceptions are as follows:
§2.1.1. Cryer Pharmaceuticals and it´s affiliates are for medical purposes licensed to carry an unlimited amount of Human Organs and Stabiline.
Following regulations are implemented in case of restricted cargo possession:
§1.3. Restricted cargo transported without license is declared as contraband and will be handled according to §2.1.4 of Article Two, however fine is set as half of sum defined by §2.1.4.2.

Armaments
Blue Jillies
Criminals
DT Fuel
Light Arms
Military Vehicles
Munitions
Nuclear Devices
Plutonium
Prisoners
Side Arms
Exceptions are as follows:
§1.2.1. ALG Waste Disposal and its affiliates are allowed to transport Nuclear Devices and Plutonium. (Outdates as mast ALG side federal)
§1.2.2. Daumann Heavy Construction and its affiliates are allowed to transport Armaments, Military Vehicles, Munitions and Side Arms.
§1.2.3. Kruger Minerals and its affiliates are allowed to transport DT Fuel and Nuclear Devices.
In cases of exception, the law of Rheinland overrides this handbook.
Chapter 3 Promotions criteria
3a. Promotions criteria for all pilots of the Federal Polizei:
Requirements for Kadetts to gain the rank of Wachtmeister:
Have at least one fully and properly fitted police ship with the correct ID and IFF.
Have ship(s) named according to the naming conventions (RFP|Division. Rank-First.Lastname)
Know where to find documents that are mandatory to fulfill the duties of an RFP officer (Laws of Rheinland, RFP Diplomacy and Status, Outpost registry etc.)
Have completed a 1 week „training” period while handing in at least one patrol report to the Polizei Message Dump.
Requirements for Wachtmeister to gain the rank of Kommissar:
Perform regular patrols and make reports of these.
Have at least one fully fitted bomber with the correct ID and IFF.
Made a total of 10 patrol reports with at least 15 events.
Apart from this, to gain promotion, Wachtmeister must complete 1 of the following:
Have successfully arrested or disabled 5 hostile fighters/smugglers
Have collected 10 million credits of fines and have forwarded them to RFP|Arsenal.
Have successfully escorted/protected 15 trade vessels in Rheinland space.
Requirements for Kommissar to gain the rank of Hauptkommissar:
Perform regular patrols and make reports of these.
Made a total of 15 patrol reports with at least 25 events since last promotion.
Apart from this, to gain promotion, Kommissar must complete 2 of the following:
Have successfully arrested or disabled 10 hostile fighters/smugglers
Have collected 30 million credits of fines since last promotion and have forwarded them to RFP|Arsenal.
Have successfully escorted/protected 15 trade vessels in Rheinland space since last promotion.
Have proven themselves worthy of rank by assisting Kadetts and Wachmann on 3-4 patrols according to lenght of the patrol.
Requirements for Hauptkommissar to gain the rank of Oberrat:
Perform regular patrols and make reports of these.
Made a total of 15 patrol reports with at least 40 events since last promotion.
Apart from this, to gain promotion, Hauptkommissar must complete 3 of the following:
Have successfully arrested or disabled 20 hostile fighters/smugglers
Have collected 60 million credits of fine since last promotion and have forwarded them to RFP|Arsenal.
Have successfully escorted/protected 30 trade vessels in Rheinland space since last promotion.
Have proven themselves worthy of rank by assisting Kadetts and Wachmann on 5 patrols.
Assisting Kadetts and Wachmanns means going on patrol with them and providing them all information they need to know to be able to act on their own.
Note:There can be only 2 Oberräte at the same time.
All Grenzschutzgarde and Kaiserliche Geheimpolizei Promotions will be handled by the Division Direktors.
Fine collection may be counted in total, if the designated amount is not collected by the time of previous promotion.
The rank of Polizeidirektor is given out by the Inspekteur der Polizei.
*Arresting hostile ships mean forcing them to F1 at a nearby Police station.
Fines are also collectable, and these can make your chances of getting a promotion higher. All collected fines are to be added into the report as well as the proof of transferring it to KPR|Arsenal.
Meritorious promotions can be handed out by the Inspekteur at any time. His criteria and him alone determine if someone deserves a promotion or not. Polizeidirektors may recommend possible promotions to the Inspekteur.
3b. Awards for activity and overtimes:
Members of Kaiserliche Polizei which will demonstrate dedication to their work by spending more time on patrols than usual standard may be awarded every month. All awards are taken into account when promotions are considered, however awards can not replace more than 90 percent of reports which are required for promotion. Every member can get only one award each month.
Awards and requirements for obtaining them:
Active Polizist Award - total of 30 hours of flight time during last month (// award is equivalent of 1 report with 1 event //) Very Active Polizist Award - total of 50 hours of flight time during last month (// award is equivalent of 1 report with 2 events //) Untiring Polizist Award - total of 80 hours of flight time during last month (// award is equivalent of 2 reports with 3 events //) Dedicated Polizist Award - total of 120 hours of flight time during last month (// award is equivalent of 3 reports with 4 events //) Extraordinary Active Polizist Award - total of 160 hours of flight time during last mont (// award is equivalent of 4 reports with 5 events //) (// real ingame activity times are 3/5/8/12/16 hours //)
