OK, calmed down a little;)If only it were that easy. I have so many full green I can't get them all down to neutral. Everytime i get one down to neutral, another or two come back up that i just neutralled out.

Once you have run out of missions on that base, Hit F1, Select New Character, and then log back in. You should have a new handful of missions afterwards. Continue doing that method until the reputation of the faction is as low as you want.
I just did this to fix my really bizarre rep, and it worked like a charm. Here are a couple of follow-on points that can be helpful if your primary goal is making your display tag match your faction.
(1) Get yourself a full green rep with your chosen faction first.
(2) Start making the rounds of all factions you have a full green rep with, EXCEPT the one that you're currently tagged with. In my case, I was working on a Gaian rep and had an ALG tag, so I started going to bases of all other factions I'd gone full green with - Ageira, IC, Xenos, everyone but ALG. At each base, I took missions from the owning faction and immediately aborted. I only did it 2-3 times (except for the Xenos); it wasn't necessary to be white with them right then, I just knocked my rep down a couple of points.
(2a) Note that fixing your rep like this gives only a TINY negative hit for each abort. Aborting a mission is technically not the same thing as failing a mission.
(2b) You may want to switch your ID to a Freelancer or something else generic while doing this, to avoid getting stares from people from other factions scanning you. I encountered that issue at the Xeno base, and the person was fairly irate about me docking there with a Gaian ID, even when I explained that I was convincing the Xenos I was "unreliable". A generic ID works around that problem. :P
(2c) If you run out of missions, you don't necessarily need to F1. If missions are offered at tables in the bar, you can flip to another room and then back to the bar to change NPCs.
(3) When you've got all unwanted reps below the level of the faction you want to be affiliated with, go to a base offering missions from your current tagged faction, and repeat the process there. You actually will need to undock before affiliation changes happen. If you F1 out, the changes will happen, but you won't be notified, so check your reps to see if you've gotten the desired change.
Took me only a couple of hours, even though my rep was totally hosed. And of course I'm going green with Xenos again, but whenever I pass through Colorado I can just kill a few to make up for it.:D
