1) Forum comms are for use by ships/characters that actually exist in-game.
2) Those ships/characters have IDs.
3) Players cannot create alternative persona in-game and in-comms since they are both part of the same in-game universe.
Example: [LN]-Ship.Name cant be a fleet admiral in-game and issue piracy demands in the comms channel, since they are the same game space, and piracy is against the ID rules.
My Question: Would it be considered a rule violation?

Bad example. The action is the difference not the location. You can swear to kill Hale in-game and in-comms and its the same non-event. The question is about the part that's known to be illegal in-game, such as if you made a RP in the forums about killing Hale in his sleep. But no that's too abstract since you cant actually kill him in the forums.
So just keep it simple, is it a rule violation to break your ID restrictions in the forum? What if Hale attempted piracy in the forums? Its okay in the forum until he tries to enforce the demand in-game, at which point it is actually a server rule violation?
What about making a piracy demand out-of-game for something other than credits and cargo? If you attempt to enforce it with in-game consequences, is that a violation?
Ignore sanctions or consequences, just wondering if the ID rules cover the behavior in-game and in-comms the same

No-one was ever sanctioned for anything like that, ever. Especially silly threads like that usually get locked and the whole thing is laughed at in the beginning and forgotten about soon. So no.

You can create as many characters as you want. In-forum characters need not exist in-game.
