Greetings, High Command of the Rheinland Federal Polizei. This is Aleister Corke, Brigade Master of the recently established Warhound Brigade, a secondary division under command of the Guild Core.

I have come forward as I wish to address you with a peculiar proposition, one of which I believe we will both benefit from.

The Brigade is in need of a manpower source, and as I have secured a decent source, there is need for more...

This is exactly the reason why I contacted you, dear sirs.

My proposition is the next: The Rheinland Federal Polizei will handle prisoners or parolees which will be used to bolster our manpower force. This will benefit both of our parties as the Rheinland prisons won't be filled as before, and the crime rate will be reduced as the ones who once fought against crime, are now fighting to defend it. The parolees, instead of serving their time in prison will serve their time and maybe lives under my command so you won't have to be bothered with them, ever.

To ease off the possible problems, I plan on organizing this ,,recruitment" if you may call it that by myself. I mean, I will be going to send some members of my brigade to examine the parolees you are able to...to giveaway and if they have the skills required for our... field of work then we will take them, if not, they'll return back to the cells. That is, of course if you accept, sirs.

I assure you, you won't have to worry of any complications, this kind of project has been put in motion before and until this point, it has worked as planned with no problems and it's still doing so.

Herr Corke,

Your proposal is, curiously stated, a bit surprising to say in the least.

While we would be more than happy to place those who have finished their time in Veirlande into your hands to hunt their own kind, there are concerns from others here onto the pro's and con's of this proposal.

For now, the only answer I can give unto such is that this matter is being discussed until we come to a conclusion within the next few days.

Forgive me for the disturbance I'm currently causing as I assume you've been busy dealing with the petty criminals and assigning them in prisons while they could be already handed out to defend the law but I wish to know what would be the status of this proposition...

After such discussion, we have decided to approve your request, with circumstances.

Quote:1. Only 10 men will be approved from Veirlande for your proposal for now. If such is greeted with success, more shall be approved in the future.

2. Each Parolee with have a locator chip isntalled somewhere on their bodies in case the project fails, so that we shall be able to find them quickly.

3. Should such turn disaterous, you will be placed under arrest for the crimes They commit.

I trust that with these subtle terms you may begin your little pet project.

Do not dissapoint me and make the Federal Polizei look like fools.

The terms you have brought up were... expected ,let us say, considering the type of the proposition I have offered you.
