Honorable officers of the Kusari Naval High Command,
I am Kai Siegfried, a Flotillenadmiral of the Buro der Marinintelligenz. As you may already know, the BDM is the intelligence arm of Rheinland; a counterpart to the Kempeitai which serves you.
I contact you with the intention of acquiring four class 9 Sunfrenzy type 3 fighter canons, and four class 2 Sunfrenzy type 2 turrets for use on a BDM reconnaissance and escort vessel.
It is my hope that an agreement can be reached in the spirit of cooperation that exists between our two great houses.
I eagerly await your reply on this channel.

Arigatou for your message Admiral Siegfried, it has been too long since we spoke with one of your hierarchy.
To make a decision we would need to know more about this vessel, to ascertain whether – for instance – the ship is engineered for photonic weaponry, where it might be witnessed or evidence found of the weapons use and obviously traced back to Kusari, whether the weapons would be used against liberty forces, whether you have the specialised maintenance facilities necessary for such weapons, etcetera.
Though it is extremely rare that we would begin with such a exchange, it does occur. Trust is earned slowly here, its upkeep is performed each day: friendship does not come quickly to us. I do not need to tell you about Trust concerning Liberty – their insatiable hunger for materials is worrying to us.
We would like your brothers and sisters to work with ours concerning the entirety of what you have learned about: Liberty operations, both overt and covert, as well as any first hand encounter manoeuvres or tactics that your pilots employ.
As well as your knowledge of Nomad parasites, alien movements and behaviour.
There is also a shameful matter I loathe to bring to an outsiders feet: perhaps it is merely paranoia, but I cannot be entirely sure that all of my officers are loyal.
As you may not know – our Bakuryo-cho taru kaisho was taken from us under suspicious circumstances. Since then I have had to accept the burden of command and incurred some disdain. Unfortunately much of our Kempeitai contingent is on mission, and cannot be reassigned currently.
I cannot ignore the fact that you may represent an opportunity to address this potential and advise me of telling behaviour.
I do not expect you to attempt streaming all of your intelligence databases to us immediately, but that as an act of good faith, you send us a some small sample of that data.
I know you are experts at deception, something I have always had a 'keen-eye' for: as a procedural formality, any data you send us will be thoroughly de-constructed and analysed to verify its authenticity. Once verified we can think discuss plans for data-drops and further information.
I do not intend this as an insult, and believe the translation to be accurate. It is an affirmation that you are a competent intelligence officer, and you will try to do your job. I am asking you to suppress your instinct and to be open-handed with us, obviously I expect you will have to confer with your command – please take your time:
May the wind be at your back, Acting Bakuryō-chō taru Kaishō Nagata,
Kusari Naval Forces.

Honorable Bakuryō-chō taru Kaishō Nagata,
I thank you for your prompt reply. It is heartening to see that both of us can appreciate the opportunity for greater cooperation and friendship been our respective houses.
Trust is as valuable a commodity in the Rhein as it is in Kusari - and it is very reassuring to find that you value and guard yours as preciously and as jealously as we do.
As such, allow me to initiate the beginnings of our path to friendship by entrusting you with the means of acquiring the information that you wish of us. This channel may serve as a direct line from your office to mine, from which information can be shared, joint operations can be planned, and cooperation can be forged into something stronger.
We are also prepared to accept liaison officers to accompany BDM sorties into Liberty if you so wish. Having such officers on board BDM craft may serve as a very valuable means of attaining intimate knowledge of the Libertonians and our operations in Liberty first hand, while maintaining a case for plausible deniability which would be impossible to obtain while fielding Kusari ships directly.
On the topic of the requested arms, the ship in question is a 19-ARKM-N82 Mjolnir Super Heavy Fighter, flying under the call sign of BDM|U-101. The ship primarily serves as an advance scout and heavy escort for various assignments throughout Liberty, Rheinland, and the Omicrons. Naturally, due to the nature of our work in Liberty, enemy detection and scans are unavoidable - leading to the possibility of diplomatic inconveniences for Kusari. As such, use of Kusari based equipment on missions in Liberty would be limited only to those with explicit consent from your office. For the Rheinland and Omicron fronts, diplomatic fallout among the predominantly unlawful elements has been assessed to be unlikely, and therefore, a potentially acceptable region for deployment of Kusari based equipment.
Due to the highly modular nature of the Mjolnir, there are many standardized and custom loadouts available - a trait which we exploit to a great extent in the field to suit the variety of requirements stemming from the myriad of mission types we encounter. We hope to add the requested weapons to the options available to us - as projected figures from simulations would suggest them to be a highly effective set for point defense against intermediate to large craft.
Hardware compatibility tests have not yet been conducted on any level except conceptually, but can proceed if the necessary permissions are granted. Maintenance and replacement parts can be arranged for in a variety of ways that we may discuss in the future, however, it has been determined that an operational efficiency of approximately 91.4% with a 1.4% margin of error can be achieved.
With regards to the subject of Nomads, I'm sure that we can arrange for a transfer of advisers to share our respective progress in research.

Admiral Siegfried, I am glad I did not offend you: no doubt the methods of my predecessor have left their mark. Your invitation of including liaising officers within your crews is very generous, trusting and clever.
I do not have to tell you about the Tau Offensive and how terrible a battleship offensive from Liberty would be for us. If you can assure us that any granted technology would not be used so openly we would be much more prepared to acquiesce.
Our stance is that no visible missions in Liberty can be undertaken with identifiable Kusari technology. We are less concerned about their appearance in Rheinland and the Nomad worlds.
We are glad your engineers are optimistic, we have witnessed their powerful works, they are obviously skilled. However, our weapons require a delicate balance of artistry and science which our engineers take years to master. We would have to send you an engineer to train your own, or you would have to come to our yards regularly.
Whilst we appreciate your offer of our advisers meeting to discuss nomads: we need hard-copy, technical data. Our scientists will not be satisfied with verbal exchanges, there is only so much that can be learned and taught with words.
We hope some compromise can be found, Acting Bakuryō-chō taru Kaishō Nagata,
Kusari Naval Forces.

Honorable Bakuryō-chō taru Kaishō Nagata,
There is no offense to be received from prudent and honest inquiry for the purpose of acquiring mutual benefit in any matter of cooperation. I would expect no less in any who serve their nation in such an important capacity.
It is the policy of the BDM to respect the diplomatic dispositions of Kusari in all possible capacities. Naturally, the deployment of any recognizable Kusari based technology will be limited in such a way to avoid any detriment to Kusari, diplomatic or otherwise.
With regards to the maintenance of the requested equipment, I have been informed that training the necessary personnel and assembling the required infastructure for small scale replacement parts fabrication would be both expensive and time consuming when compared to maintaining the equipment on a Kusari based facility that has already been specialized for such purposes. Of course, periodically transporting the requested equipment to and from Kusari may pose its own potential problems, but also minimizes the evidence of our cooperation, should things go awry. As both plans are of equal feasibility to the BDM, I leave the choice to you.
Concerning the Nomads, our research and development of all BDM projects are ultimately administrated by Overseer von Trapp of the Schatten Research Facility. As such, it will be his task to ensure that your data request is satisfied. Due to the nature of the research that is conducted, Overseer von Trapp has requested for a preliminary meeting with your scientists before proceeding.

Flotillen-Admiral Siegfried, arigatou for your assurances.
Concerning the required maintenance of photon weaponry, we agree that loaning you an engineer and transporting materials would be less exposed.
We think it best to send an agent to you to liaise with your Overseer von Trapp and assess data. Though I cannot come myself, our very capable Nitō Kaisa Shizuku will lead this assignment. She is also more familiar with Liberty and alien technology than I.
Luck be upon us, Acting Bakuryō-chō taru Kaishō Nagata,
Kusari Naval Forces.
