My ship is a Zoner registered, "Corvo" scout cruiser, Christened: Prestigio
I was thinking that I should make a permanent agreement concerning my rite of passage through Liberty, it has been of great importance for me, to be able to travel freely to Omega 15, should a security breach arise at Freeport 101
The reason for this message is that i have grown tired to wait for significant amounts of time before I am granted rite of passage by an officer on duty, and also being escorted by the said officer on duty, if you grant me permanent access, this could be bypassed via a permanent agreement parted directly from who ever answers my request.
As for my allegiances, I am devoted to the Zoners' way of life and to remain neutral by not intervening in someone else's politics, I am not planning to be an liability either
I've been, how should I say this, intrigued, by the people of Liberty and I would like to learn more about your great House's culture. By participating in conversations in Manhattan orbit, where a major trade route is located, from what I've heard. There I would be able to learn much about your culture and way of life by talking directly to the people of Liberty directly, also just a thought,though the cultural opportunity would be a great importunity for your House's people to learn more about the Zoner way of life

I recommend you review the Laws of Liberty. Particularly Section III, Part IV;

Captain, I've been in the Navy longer then I care to remember, and I have not yet seen a single exception that law. You're welcome to continue your conversations in Manhattan space, but I see absolutely no reason that you require an operational warship to do it. Particularly, as you pointed out, next to a major trade route. If you need to do business in Liberty you can use a smaller ship or public transport, just like everyone else.
