"I wish that this message brought happy news, however it seems that the Bretonian Intelligence Agency has once again brought headaches to us both.

Earlier today a Transport baring the markings and IFF of the Bretonian Intelligence Agency was caught outside of Bonn carrying Cigars in it's hold. While the cargo itself is of little consequence, the real issue that is causing an uproar on New Berlin and in the Agency is the fact that a BIS Officer was in the heart of our territory mere months after the BIS Incident in Stuttgart was dealt with peacefully.

There is talk in our agency that this was an intelligence gathering mission aimed at determining the defenses of Southern New Berlin and Stuttgart in preparation to annex Omega-7 and Omega-11 in order to acquire raw materials for use in your war against the Kingdom of Gallia. While I believe this to be as you Bretonians would say 'rubbish', the fact is that the people of Rheinland are now in a state of fear over what this represents and fears a renewed Omega War between our houses.

The fact that the ship was there violates the Treaty of Snowdown added to the issues of BIS having been caught in Stuttgart before raises deep concerns about the validity of this treaty anymore with such blatant acts of aggression against our sovereignty as a House. The Federal Republic feels that with this newest incident the Treaty of Snowdown no longer protects the interests of the Rheinland citizenry.
