Hiroshima license I am more concerned about.
This license is a honorary aknowledgement offered to very few people,
who have, ad personam, gained the Naval Forces utmost trust.
Besides that, if there isn't a particular reason for your needs to be there,
then I don't see a reason for a license to be issued.

I fully realize that the Emperor and the Kusaran people are historically xenophobic by nature, Admiral. This has not been an issue between us in the past; and it would sadden me to see it affect our relations in the future. I shudder to think that this xenophobia is also accompanied by the accursed condition of neophobia.
I neednt remind you, old friend, that Eris in Her Quirky Wisdom has seen fit to favor the Blue Lagoon over the other major Houses. Perhaps it is because Kusari is less Hodgy than the other Houses of Sirius. I have attempted in my humble way to follow the Goddess Will in my dealings with your people and your Military and Police. I see no reason to change that relationship, nor has Eris directed me otherwise
Rest assured, sir, that Commander Matok and his crew will be on their best behavior while in Kusari. While they are new to the TAZ and to Discordianism, we have high hopes that those huge bumpy foreheads conceal Pineals worthy of the Goddess.

My dear brothers. I have come to you with both a request and a question, let me first give you some foreground for my query. I have, and always will be a loyal and honourable citizen of Kusari. I love her, and her people, but I am tired of sitting by and watching her laws and rules be spat on and ignored by Gaijin and Kusari alike. Now, my life and honour belong to the Black Dragon Society, so I can not join the ranks of the KNF or KSP, but all too often I see Gaijin traiding illegal goods to the Bretonians through the taus, Cardamine shipped to the GCs, and bounty hunters treading across New Tokyo long past their place of welcome.
I question my power, under the law, to stop this filth from happening in my home. I have looked through the legal codex, and I can not see what power a citizen of Kusari has to uphold the law.
I would ask that you let me deal with 1)Illegal smugglers (Including the smuggling of restricted goods into the Taus) 2)Pirate and Terrorist action in Kusari (As I already do with your assisstance)
My request to the KNF is that you allow myself, Ruuku Ochi, to enforce Kusarian law in Kusari. The right to warn offenders, and to fire upon repeat violators. I will not collect fines, simply escort those to you so that you may be the tax collector.

I hear your plea, and sympathize with your plight. Many of our KNF and KSP warriors are currently involved with other duties, and as such are not available to combat these growing blights on the Blue Lagoon.
I will pass your request onto Taicho Hikaru Sulu at the earliest opportunity. He and the Council of Rising Suns will deliberate upon your request.
Today, I have taken measures to revitalize our forces. I have commissioned and appointed Bo Sun Gen, former Minister of Trade, to be the new Kusari Consulate, assigned to the New York System.
Consul Bo will be responsible for acquainting new arrivals to Sirius with Kusari and it's various cultures and groups. He will also be tasked with recruiting for both KNF and KSP, and will provide information regarding employment with Samura and Kishiro, as well as grass-roots organizations such as the Artisan Farmers' Alliance, and the Hogosha Black Dragon Society.

This day, I have received disturbing reports of two capital class Kusari Naval vessels far from home.
The vessel KNF-Kitsume, a Kusari Gunboat, was sighted in Omicron Delta;
the vessel [7th]KNF-Ryujin, a Kusari Destroyer, was sighted in Omicron Gamma.
To my knowledge, old friend, The Kusari Navy currently has no ongoing operations, nor justification for being any where near either of these potentially dangerous and hostile remote systems, especially without the benefit of escorts.
I believe this matter warrants the immediate recall of both vessels to Kusari, and a mandatory review by High Command of the circumstances which caused these Captains to risk their vessels in such an unprofessional manner.
I am taking the Liberty of issuing the recall in High Command's name. I trust that these Naval Officers will respond immediately to explain their actions.

I have received a transmission from the captain of the Ryujin affirming he was in the borderworld as the gunboat, KNF Kitsume' mission was apparently to be there for a rendez-vous with the zoner battlestar Yoda in order to aquire new weaponry. The gunboat' signal apparently went off in the middle, for inexplicable reason.
However, the Ryujin is now back to New Tokyo space safe and well.

honorable command as the genenral stated and as my message if made avalible wil lalso state while i did not meet with the battlestar directl;y i was in omercron delta i initally questioned the gunboat as to why and how he got there and while he did not say that he was getting weaponary but only meeting with the zoner i took it upon my self to ask for coordnates on how to get there so i coul;d get my ship her armerment command recomended i go to the TAZ for my weapons but in all truth im not spending 40+mill for my weapons which are 4 solaris guns 3 infernos of cruiser grade and two light morters from the taz with a 5 percent or 10 percent shipping fee that isd what it came to where as buying it myself was a fraction of the cost for aproximatly 25 million siris credits if you wish to repremand me you may do so and i accepct full disaplanary action i wil lalso state that if we were detected by any passer bys of hostile or unknowen IFF we were running dark they would have to visually see us as the do not posess our unique engine frequencys as fellow kusari naval and military forces do to the avrage jo smoo pirate we looked like a rogue ioninc disturbence or a plasma storm inside the nebula ad at all times stayed at lewast 12 kilometers from any contact save for the zoner vesse and the allied gunboat i needed my gear and while i admit it would of been safer to go through TAZ i felt there price was for lack of a better term"legal piracy" i was fully aeware of the risks as at one point this very same ship was on a mission in said hostile terrortry ie the sigmas and ajoining areas this concludes my transmission ,you wish my ship grounded so be it however i wil lask that for personal use and transportation my fighter be allowed to fly

Captain Patterson, an Official Reprimand has been placed in your permanent record, for endangering a vessel in hostile territory without proper escort. We trust this will circumvent any further instances of this type. Your vessel will be grounded at New Tokyo for a period of 72 hours for inspection. We want to ensure that these "cheap" guns you purchased are up to Naval standards.
General Mitsurugi, we are also issuing a strong reminder to all [7th]KNF vessels, to remain within their Zone of Operation. Your Fleet performs a critical function in guarding Kusari's Core population, which is appreciated by High Command; but any further "excursions" out of your "ZoO" will not be condoned.
