This post is an official part of server rules listed here: Discovery Server Rules. This part was written to make faction creation procedure as clear as possible, while containing all required regulations. Please read attentively if you wish to create a faction, gain a home system or know more about how this should be done.
Faction Membership
First of all: player is owner of the account. Character is a character on this account (up to 5 on each account).
Each character can only be part of one faction. Different characters from one account can be part of different factions.
ID Tag Rules
When a faction is being created, leader chooses an ID that all its members will equip. Having this ID is essential for all characters of the faction who reached level 40.
It is possible for any faction or any group to choose any ID that they like. Including even IDs that were already taken by system-owning factions, Neutral ID and Freelancer ID. The latter two IDs are quite easy to get, so if the group does not want to be NPC-aligned, they are the proper choice.
However, not all IDs or NPC affiliation will grant your faction right to have the home system.
I. How to create basic faction, clan, group without affiliation or home system?
1) Each faction has only one leader. When creating a faction, leader cannot be member of any other faction. Leader must also have at least one character of level 50 or above.
2) Leader should choose an ID tag that all members of the group will get after level 40.
2) Leader should post faction announcement in Discovery Factions forum. You may announce your goals, roleplay alignment and all other information you find important. The more the better. You may also announce recruiting. As soon as you'll get at least 3 members from different accounts, your group becomes a faction.
No administrator approval needed here. However, you shouldn't forget that our server is roleplaying one. Admins may reject your faction if it's out of acceptable limits, though we do allow a good deal of freedom here.
3) After the faction has 3 or more members, leader should post in Discovery Faction Status thread. Requirements for post are listed in that thread.
List of faction players must be included! If you don't have complete player list, post at least one player from each account. This is essential.
II. How to get a home system?
There are 29 faction systems that you may get in Discovery 4.81. All those systems are near systems that have bases of appropriate faction inside. For example, you'll find Xenos system near Kepler. On the map here, all faction systems are noted in red:
Not all of those 29 factions are free for claiming, and even if they are, there are requirements a faction should satisfy to get a system.
In addition to that, you may claim empty systems, but they won't be filled with objects until next Discovery version is released.

List of available IDs and requirements for getting a system
It's well-known that some Freelancer NPC factions are more powerful than the others. To get a home system, factions that choose different alignment must have different number of members from different accounts (or different number of people who joined the faction). This number ranges from 3 to 8.

Price of all systems is 600 million credits.
Other requirements
Your faction must be actively present on server for at least one week.
Every system claim must be approved by administrator, usually Igiss. If you satisfy all requirements and have enough money, the system should be yours if no time.

In-game tag seen before the name must match the ID as closely as possible. It is not allowed to have the tag not match ID category. For example, it is prohibited to have 'police' tag and Pirate ID.
5.2 Carrying any unmounted IDs in your ship is prohibited. Transferring or trading IDs is also prohibited. This rule applies to faction leaders and server administrators.
5.3 To join a server faction that owns systems, you must get ID of this faction. This also means that players without a non-Freelancer ID cannot become full members of any system-owning faction.
5.4 Buying faction ID does not automatically means that player becomes part of appropriate server faction.
5.5 Criminal ID is given to players who violate server rules in exchange for their ordinary ID. Criminal ID disables tractor beam, but it is prohibited to unequip it or replace it with any other ID without server administrator sanction.

Today is the day when the second official Discovery server, Discovery Freelancer PvP 24/7, is launched. The server is successor of Rogue Ideas 24/7 server and will be administered by BULLDOGNK, the server owner, and Igiss.
There are many reasons for creating this new Discovery realm. Discovery main 24/7 server has officialy become a role-playing one several months ago (and recieved "RP" part of its name). The new server will provide PvP gameplay not limited by strict role-playing and ID tag restrictions imposed on our RP server. This, of course, does not mean that there will be no rules at all; most Discovery rules that are not RP-related will stay. This applies to rules of conduct, rules related to cheating, PvP abuse, and others. You can read the complete set of Discovery PvP rules in this forum thread. All former Rogue Ideas accounts are still available and can be used for playing. I will encourage Discovery RP 24/7 server players to start accounts on the new server, not only those who prefer PvP playstyle but everyone else as well. As you know, Discovery Freelancer is a completely free modification that does not require any charges or donations to download. Development of the mod, although very time-consuming, is free and done for the benefit of players. Thats why I dont ask for any donations for mod development, for hosting Discovery forums and this website (hosting is not free). However, building and maintaining the server requires more significant sums of money that we cannot afford to pay ourselves.
In the end of February 2007, Discovery official server moved to a new dedicated host that was set up by Majk in Prague. The donations we collected before February were not enough to cover the cost of builing a new server. Since February, when the new server was launched, we did not get any donations at all; and we have to remind that we dont have any funds for maintainance and possible upgrades, and that we didnt even cover initial costs of the new server yet. Recently, I've got some requests to refund lost characters, or accounts whose owner lost the key.
Some of those request are correct, some others are ridiculous.
For example: a player requested a refund of 700mill for a battleship that was supposedly deleted during the last inactive player's wipe because it was never more than 10min in game. Now, how can a character be a battleship (and with 700mill creds on it) and had never been on-line for more than 10 minutes? That is not possible because of the time it takes to get the battleship and weapons. And if possible, it means that the player in question cheated to get all in less than ten minutes.
So, from now on, you must prove that the chars in question are really yours. And also that those ships had the money and equipment you claimed they had.
For character deletion request, ascreen-shot of the character selection screen, showing ship name, level, credits and location is required.
For refunds, same as for deletion requests plus screen-shots showing equipment, money and name is required.
Said screen-shots are to be submitted only by PM/E-mail to an Admin. And never publicly.
Without those, refunds will be denied.
I take this measure to avoid abuse, and stop people from claiming inexistent sums of money from supposedly lost characters.
