It doesn't work. The only reason it works there is because he's using a small number of projectiles, FL can't handle more than a very small number of dynamic lights at a time unfortunately.
FL is a DirectX8 game, so it can't support more than 8 dynamic lights at once. If you exceed that limit then they start cancelling out (the dynamic lights will only appear at the start or end of a projectile stream.)
If you use them on an effect that uses a vis_beam and no ale effect (most laser and photon weapons), FL will crash when the projectile expires or hits something.
