Well, yes, I think he means pretty much that.
Another note: I'd rather have this for noms and keep the current cloak versions for humans at the same time.
And within current balance it would screw them up big time for any combat. In vanilla their ships had different stats and their weapons were also considerably much more powerful comparing to guns players had access to during the campaign (try last missions in vanilla). But in discovery weapons were brought to the same levels as with the others and they drain energy now as well (in vanilla they did not, including retrofitted blasters and cannons), ships had their stats altered and too brought to same level as others. So if cloaks were to replace shield the entire nomad shipline would need to be completely redesigned for that, but it's inapplicable given the current balance design. So no, more likely nomad cloak would be similar to currently available one.
But while hypothetically I would like to see nomad ships to be distinctly different to human ships, and wouldn't mind having them shieldless perhaps, but the way things have changed from what they were in original this sort of re-design would require tremendous work to be done for them and that's not something mod devs will spend their time on.
Nomads need a buff. At least, everything of gunboat size and larger is rather... not too good.
So uhm, +1 for the "Buffed Nomad version of Cloak" idea.

If only people that would be able to devote their time into this kind of stuff would be in the staff. I would like to but sadly I am not experienced at all in coding as of now. So can't be of any help there. D=
