I just need it to function as a window so I can freely alternate between my two monitors without the game minimizing. That's why I like borderless windows.
erm...
Launchpad does not launch FL borderless in windowed mode. 8l

A borderless window is just like any normal window, just without the borders containing the close, maximize and minimize buttons.
Often people use a borderless window in the native resolution of the screen to simulate fullscreen without actually being in fullscreen. It makes alt tabbing easier and all that.

No. Applications can either be run in a window or fullscreen.
In fullscreen mode, the computer doesn't have to draw the desktop, so it's less work on your gpu and therefore you get better framerate. But this comes at the cost of, obviously, not being able to get to the desktop unless you minimize the application.
In fullscreen windowed mode, the window is stretched large enough so that the application takes up the entire screen, yet the desktop is still being drawn, so you can bring up other windows on top of the application.
using DS launchpad and then windowed mode in my native resolution allows me to alt tab without FL minimizing. If it is minimizing for you then youre doing something wrong on your own end.
