According to Ronaldo Benitez, there is possibility of stabilizing Order relations as for some reason you seem to still consider us "unfriendly" rather than "neutral". In addition to ongoing situation with ECG and overally both of our fleets fighting alongside in Omicron 74.
For Overwatch, re-establishing at least minimal diplomatic contact between Council of Elders and The Order. As time has passed and everything generally cooled down I take this opportunity to engage in discussion with you concerning on which ground we both stand. At fall of former alliance I was just primary's fleet captain of battleship with minimal influence over The Order itself. No doubt Elders welcomed some new faces since that time.
Before we start, this is not negotiation of a new alliance. Rather than mutual diplomatic fallouts that can happen for both sides, we are keen for a simple co-operation against our three known mutual enemies: Core, Nomads and Outcasts.
Our reasons for our hostility against those three are different than your own. No matter, for you Outcasts are competitors and legenderary adversaries while for us they are allies of the devil itself - The Nomads. Core are straightforward threat to not only your existance but our own alike. I am waiting for your answer.

The Brotherhood has looked into this and have decided the following:
- The Order will provide TBH with enough resources to build a Praefect, if the Order wants to keep TBH in the siege of Zoner Alliance bases, Memoria will be pulled out of action because of the engine problem.
The Praefect would be under my command until the liberation of 74 has completed.
Once TBH gets the parts for the Praefect, we will set our terms to neutral.

Order's full funding and ressources go into our own shipyard... it is all commited to keep our worker hands full. Core no doubt does the very same thing, combined with their current firepower projection equal to our own capital assets. Nomads are still a threat much closer to us than you. I am sure Brotherhood is influential and rich enough to sponsor additional Praefect-class without much of a stress on your own economy.
As I have said, Order is interested in military co-operation against common enemies. No technology exchange, no ship exchange and no officer's exchange programs.
