Well, simply because it is meant to be challenging. In-game complications are meant to be there just for the game to be interesting.
Even if it does not look very logical though...
There are some very nice models able to use freighter shields. Not to mention SHFs.
Shield class usually goes with agility class. There is the shield generator inside that is massive and makes ship less agile.
In the other hand, I must admit that it would be awesome if all snubs would have same agility and putting more equipment in would make them heavier. Like in most new RP games. Than you would be able to have your dream bomber.

wonderfull and also let's give the said bomber a BS shield and some cerberus or at least primaries be cause it already has mortars with engines and cap missiles(even 2 of them poor thing) )so that he can kill everything and everyone, the moon the sun and even the admins all over the place!
