What if, instead of codenames being present at a specific wreck, their location was randomized and swapped into another wreck someplace in Sirius.

What Tabby said. Freelancer engine might not support ''random'' drops. We might end up with complete spam of some codename and lack of specific one.
Also in my eyes - codenames more less loosing its popularity.
Not worhtwhile. for example, there will be chaos. not knoeing which wreck is where, players will find code hunting boring, reducing the codes on the market. then there is server load problem, with excessive lagging.

B) It's not hard, and in fact ALREADY exists on the server. Yes, that's right there are randomly spawned codes in the server. Now go look for them sports!

Not since people found out that CODES have a bigger hitpoint pool than usual guns and are good against people using missiles.
