Back on topic, however, I don't see why it cannot be a thing, that a pirate can force you to take a detour in place of cash, just because he feels like it.
i'm not gonna complain about demanding cargo or the usual 2milordai.
But i'm with sindroms on this one. It would be -interesting- to see someone who has CD'd you and busted your trade lane, tell you to turn around and go back where you came from.
For instance a kusari pirate who doesn't like foreigners.
Or, uh... xenos?

Wait...let me be clear! I AGREE that it is a perfectly legitimate demand that a Xeno/Gaian/Hogosha/whoever tells you they want you to leave the system. Heck...I've had pirates demand me to sing them a song before, so as far as demands go I think that was is perfectly fine.
The disagreement or grey area is basically how long the duration of this demand remains in place before the pirate has to issue a new one in order to engage the target in PvP.
The OP seems to be suggestion that such a demand main remain in place FOREVER, and thus the pirate need never again issue such a demand in order to engage said target. I think that's poppycock!
I think as soon as the demand is complied with (i.e. the target ship leaves the system) then the demand is therefore met...and a NEW demand would need to be ordered before the pirate could engage the target in PvP. Or, the target refuses to leave...and can then be engaged as normal.

Thing is, the demand here is a continuous one. "Do not return." This won't simply be met by leaving, the requirement is not to go away, but to stay away. And returning is the furthest from complying.
My personal common sense dictates that once you met a person stating that he will shoot you down if he sees you there next time as clearly as human can state things, unless you have some mental defect affecting either your memory or other vital features, you will remember that person. After that I think it is up to you whether you want to get yourself killed or not.
RP wise this hypothetical situation is perfectly fine. Rules-wise it might scar the old 0.0 a bit (which is dunno where it is now), but I can't really see anything else forbidding players to execute such moves.
But hey, that's my common sense, yours can be different entirely.

True enough, but running into that same player again would in some way require an RP interaction to take place beyond "You again!! Die scum!"
If the pirate wanted to RP the situation out where he reminds the first player that he/she demanded they not return...and maybe even put a NEW demand in place (example: "I told you not to come back here..now you're going to pay me DOUBLE or get fried") is perfectly fine.
To just arbitrarily engage a player because you gave him a demand 2-3 hours/days ago which he now no longer complied with seems simply against the spirit of the game and fairness and fun, quite frankly.
