Tora Mitsukai grew up in the poor district of Planet New Tokyo, known as Kasuka. During his youth, he affiliated himself with several criminal groups, quickly rising to a position of power among petty thiefs and gangsters. He lived on the streets, and experienced first-hand the effects of foreign drugs such as cardamine on the Kusari Populace.
At a young age, Tora brought together the thugs he had come to control, and united them towards a singular purpose - cleaning up the streets of Kasuka. Under his authority, foreigners - primarily those of less-than-legal origins - were beaten and thrown out of Kasuka; while cardamine dealers were tortured to death. Within a short few years, Tora Mitsukai's gang of petty criminals had done what no police force on New Tokyo was able to accomplish - removing the influence of drugs from the district.
Tora Mitsukai, despite his obvious position as a criminal overlord, received numerous commendations from both the local police forces as well as government officials for his work in raiding and destroying drug distribution centers in Kasuka. The common people as well began to look up to Tora as an idol - living proof that even someone with no money, no property, and nothing to his name but the clothes on his back could make a real difference in the world.
True change came when Tora was made aware of his father's death. Toganin Meiyo, an exceedingly powerful and wealthy Hogosha boss - and father to Tora Mitsukai - was killed during an engagement with the Blood Dragons, and his will left everything he owned to his long-lost son, should he still exist. With his father's death, Tora inherited millions of credits, as well as the loyalty of dozens of Hogosha members.
It took time to adjust to the life of a Hogosha Boss. Tora was tasked with the organization and overseeing of piracy, smuggling, and gambling operations, as well as with keeping his hands deep in every political and business opportunity that arose within Kusari borders.
Supported by the people of Kasuka, as well as by the government itself, Tora began to alter Hogosha operations. Until his arrival, many Hogosha had fallen from their positions of respect, and become nothing more than honorless criminals and thieves. Tora took it upon himself to rally these brigands together into a single, unified group - following the traditional role of the Kusari Uyoku - Ultra-nationalists.
Over time, the newly formed organization became known as The Uyoku Syndicate - or "the syndicate" in short. Altering the goals of the Hogosha from criminals into a government-supported national security force, Tora quickly gained recognition, wealth, and power as the Kumicho of the Syndicate.
As the Syndicate continues to grow in size and influence, Tora gives increasingly more back to the Kusari people - offering protection from foreigners, giving money to the poor citizens of Kusari, and expelling the influence of cardamine from Kusari space. Recently, the syndicate has also gained control over gambling, racing, and illegal fighting operations within Kusari, and has taken control of the artifact smuggling trade with Corsair allies.
