Best way I could explain it, is trying to do what the Rachni do in mass effect.
The () part is where they give an aproximation of a feeling for you to understand, since your language does not have the exact word for it. It is like the pauses you see in the video:

Also, in my opinion, don't worry too much about symbols like -word-, ~word~, 'word', "word", and so forth. I personally use them fairly randomly. Importantly, don't overdo them. Your roleplay isn't better because you use symbols for every word |-)
There used to be very strict rules for them, if I'm not mistaken. For example, "Yours" would always be written like that - with double quotes. Same for "Ours", "We" and the likes.
Right now, the rules are less strict and the symbols exist mostly to make the whole thing read more.. Alien, I suppose. Less English.
I personally use them in a fairly limited fashion. Using them excessively makes text look "bloated", which isn't a good thing. There is some logic in my own usage of them. I use ~ ~ for "emphasis", for example, or words that Nomads would value highly.
~Unity~, for example, if that's ever brought up.
I'd say: use them in a way you find enhances the 'feel' of your "Nomspeak". Don't overthink it.
As a general guideline, the nommies are supposed to approach people who might be amenable to having a purple tentacle interface with their throats. If the subject is unwilling to partake, then they proceed to destroy the subject, so that he/she cannot tell tales of their being nomads in the system. that way, the order doesn't arrive en mass, and the supply of potential subjects doesn't dry up.
