I'd rather bases produce NEW and unique things/equipment, not things that are already purchasable elsewhere, at least where trade commodities are concerned.
They shouldnt produce, only the existence of the Biodome could negate the need of food rations. No abuse here...

i like the idea of the mining facility. For example, you put 1 nobium ore and get 4/5 nobium. It would give you a little extra of cash. About Bio-dom, they should produce only food/Oxygen, because if they produce something with a high value, they will be abuse. And about looks, i dont know if devs will be able to do something about that. Another good module would be a Bar, who creat alcohol over time and you choose which kind of alcohol. And it would need a comodity to produce it, like rice or corn. Would be good to have "personnal" bases (for example, we you build it, you have different choice like normal, asteriod, shipyard...)
I thought about taking 2 parts Premium Scrap and about 10 parts scrap to produce ship Hull pannels or something like that.
A Production facility not only for tech, but for commodities.
But I suppose this discussion is getting off course.
It would be fun to have something to produce other than only a cloak or a docking module. To have a reason to haul stuff, to fly to places to get stuff where I would normaly not fly to.
Would it be possible to program a specified or even variable Production facility ?

According to what lore? What evidence do you have to back that up?
Either way with the whole "Luxury food growing would be OP" You would grow a lot less Luxury food than Food Rations so in this case you can't make too much money off of it hence why I said just a bit of cash. Either way why would someone sit it next to the highest selling stations considering half of them are no where near anything useful. And im guessing you would need a bit more fertilizer.
I just like the idea of being able to grow multiple crops.
And it makes no sense in lore that we wouldn't have the technology after 800+ years to make a specific environment.
