Not sure about the historical context implied here. This comic was famous in 1807 with Jefferson's embargo act, which was basically a big middle finger to Britain because of how they were being dicks and maintaining an economic fur trapping presence on our soil, even when they agreed not to after the French kicked their ass in the Revolution. So this comic depicts a american snapper "ograbme" (embargo backwards,) catching smugglers selling goods to the British anyways. It was meant to stir feelings that smugglers were the enemy of true patriots.
Also, the embargo led to the war of 1812, where the British kind of handed our butts to us in the form of burning down our capital.
