I read what I could find on the whole jump drive issue, and this isn't in any of the current/recent material.

I would like to suggest that the power usage for jump drive survey scanners scale (say, 80k, 90k, 100k) so that the less accurate scanners can be mounted on something besides warships.

You could offset the transport carrying its own fuel by upping the fuel requirement to 5,000 units, which, given cargo requirements of the survey hardware, will require at least two ships.

My reasoning is that it would allow businesses (Gateway, DSE, IC, etc) to offer survey work as a service.

I believe this would increase in game interaction, as people with jump drives could go to those businesses to keep up to date.

How about restoring jump drives for all ships, but you have a 75% chance of your jumpdrive malfunctioning and you jump straight into the nearest star?

I understand that you are against the system, sir, but, if it is staying in play, I think my suggestion is a reasonable balance.
