When I was working with Cannon to uncover current cheats we built up a HUGE list of players that had at one time or another cheated.

You don't want to know how many players here have done at least SOMETHING that would constitute infi-ban under your rules. At least 5 people in this very thread that I know of wouldn't be here.

Did that huge list of players get sanctioned or warned? Or do only some people get publicly sanctioned or warned while others got to cheat unscathed?

If you've ever approached the server with a view to willfully cheating & taking a dump on those who play here - whether that be by DDoSing it into the ground, flying 16.67 refire Starfliers which do 99999 damage per shot, or editing your shiparch to turret steer a bomber - you should be gone and gone forever, without appeal.
The usual apologies get rolled out every time, but if someone like me (competitive and impulsive to a fault) can keep his hands off trying to cheat for over 7 years now, then I don't think it's too much to expect others to do the same.

Cheaters are not missed.
New players would replace those because a healthy atmosphere attracts good players while a toxic one does the opposite.
Disco is becoming a better place, ban by ban.
In general Hacking, cheating and directly harming the server has been the big 'sins' that require immediate attention and action otherwise the game and community goes up in smoke. Permanant bans have been the least desired form of punishment but has at times come into play. When I first became an admin and could read all the invisible admin section posts I got to study the cases that resulted in permanant bans and those players exhausted many chances and continued to express malicious intent. This list even included wanton abuse of admin power and such players are no longer welcome in the community.
I believe in chances, I believe people can change, but when they don't it's time to go. As someone mentioned previously the server has picked up many many incidents of minor one time cheating which many will actually be a mistake. Intentional repetitive cheating stands out when seen so I can imagine what he and cannon were looking at. Some have merit, however, when investigated further and still won't lead to a permanant ban. I've come across cheating before, gave the player time off and reversed what he/she did but refrained from a perm ban. Case by case scenario is the best approach. I can't recall someone directly harming the server being allowed back (DDOS attack for example or the admin that abused power). But there are some permabans out there that wasn't to do with hacking cheating and such. I'd have given Karlotta another shot at coming back, I still would. Akumabito and Mudd also comes to mind.
