Can official factions control ship compat?

So, we get to control the tech chart for both our own IDs as well as the indie IDs. On the other side of the coin, do we get to control ship compat too?
And if we don't already, can we?

Is it possible to do it for the official faction? Would the official faction ID be excluded from shipcompat or something?

We can change techcompat for the official faction ID, that's why the new IDs exist. To keep tech-cell changes separate from the independent ID

I'm talking about shipcompat, that's different to techcompat and is ship based rather than ID based.
