Greetings.. my name is Johnny.. Johnny Smith. I'm contacting you regarding the possible licensing of a restricted vessel for use within the great house of Liberty. I'm not exactly sure who I must deal with in order to get an answer to my humble request.. so for now, I'll simply ask to whom I should submit my request. I understand certain cargo ships are not exactly welcome here in our great house, but I find myself with an offer to salvage such a vessel. She's not well maintained, and probably an eye-sore to most, but I must admit.. there's something about her...
Anyway.. if someone could point me in the right direction, I'd be happy to discuss my plans for said vessel, if'n I be allowed of course. Willing to negotiate licensing fees, inspection schedules and any other concerns... and if not.. well, at least I feel I've done right by the law.

First, let me thank you for such a speedy response. To be honest, I wasn't even sure if I was directing this communication to the proper channel. I'll be short and to the point. I've recently been contracted to supply two Junker bases with basic constriction supplies, namely reinforced alloy, as it is in desperate need. I've been able to secure the temporary use of a suitable transport for this, but the cost of leasing and operating such a vessel is becoming prohibitively expensive. Well.. keepin ma ear to the fields as I often due, I've gained information on a ship under the misnomer of the Pirate Train. I do understand this vessel has a bit of a reputation, but she'd suit my needs just fine, after a bit of patching. She's flyable.. or so I'm told, but in bad shape. Her hulls barely patched and secondary power relays are pretty much non-repairable. As such, the vessel would not be capable of any armament whatsoever. She would be given some armor plating, though mostly to patch a few holes.
I'm seeking a license to pilot this vessel, under the Identification of the Umbrae.Aeternam within Liberty, and perhaps some of her boarders, for the exclusive use of basic construction materials.. again, mostly reinforced alloy. I consider myself a Junker, but my ties aren't much more than as a simple supplier. My current flight plans would be hauling directly from New York to Inverness, or New York to Puerto Rico. As I said, the vessel will remain completely unarmed as well, and will submit to any inspection schedules, updates of flight records and whatever else may be required to allow her licensure, including permit fees.
Lastly, you may be wanting to know why I'd opt for such a ship, well knowing the potential hazards that would arrive piloting here through our great house of Liberty.. well, cost is s big factor, I won't lie. The simple cost of leasing my current transport for my remaining term is more than I would put into salvaging this heap. The other.. well, she does have a certain rustic charm, that's right at home with my little Junker heart.
