To the Arbiter of the Junker Congress;

While the Republic of Liberty has seen fit to grant a majority of the Junker Congress currently accused crimes a trial in order to prove their innocence or guilt, there are certain other matters that leave little room for doubt and still remain in clear violation of previously issued conditions. As the system of Puerto Rico lies within the domain of the Republic of Liberty, it too is held to the compliance standards set forth by the Republic. As detailed in the initial compliance program set forth by the Republic of Liberty here and I quote:

"Additionally, you must adhere to a strict screening program whilst operating within territory controlled by the Republic of Liberty. This will entail checkpoints, spot inspections of your facilities, and other means of observation to be determined."

In order to ensure these conditions are upheld, independent of the outcome of the trial the Republic of Liberty requires that access to the installations known as La Fortaleza and La Mona Castra be granted to all primary fleets, designated as =LSF=, [LN] and LPI- vessels. Due to the Republic's continued generosity towards the Junker Congress, the Republic is granting the Junker Congress forty-eight (48) hours to comply.

Furthermore, the Republic of Liberty has seen fit to not require any monthly taxes from these installations, yet will still be forced to take action should compliance not be shown with these conditions. I therefore urge you to immediately contact the administrators of these bases to inform them of this and ensure their cooperation.

Good morning.

I have read over the terms and compliance standards set forth from the republic of Liberty, and personally, I have no problem with this.

I do however have one concern with opening our doors to all of the Liberty primary fleets. As I am sure you are aware, we are currently undergoing a trial for what we believe to be a set up with the Liberty Security Fleet. This, with the past..... issues.... we have had with the Liberty Navy, I do not feel it is appropriate, or very smart for us to allow these two access to our homes. Especially, as mentioned before, there is still an ongoing trial.

I am however willing to come to a compromise and allow the Liberty Police full access to La Fortaleza. As the Liberty Police are so far the only primary fleet we trust to be unbiased and fair.

We appreciate that you do not see it necessary to enforce taxes on our stations in our home system, and I hope you are as willing to resolve this matter peacefully as we are. Even if it means biting the bullet, so to speak, and coming to a compromise.

While the Republic of Liberty both sympathizes with and understands your reluctance, you'll find that this transmission was not a request. Your claims about the Security Force's actions are unfounded, as until proven otherwise, they were acting within the full scope of the Laws of Liberty.

Your previous quarrels with the Liberty Navy are indeed also without merit, as they are rooted in their pilots' responsible and diligent law enforcement efforts. As you well know, they discovered and recorded numerous violations of the law that were perpetrated by the Congress. Doing their duty by upholding the law against offenders is no condition for debate that they shouldn't continue doing so.

Put simply, requesting that the primary divisions of two branches of the Liberty Forces not be given docking and inspection clearance aboard your facilities, just for uncovering severe wrongdoing by your organization, is unacceptable. As I said above, this was not a request. My personal comments about the trustworthiness of Chief Valent's police force put aside, whether or not you have sufficient faith in the men and women of the other two groups is not relevant. Given your own record with the law, your own bias here is quite clear, and the Republic of Liberty shall have none of it.

Additionally, the ongoing trial is for crimes related to other laws being violated. This communication, pertinent to another law, is directed at the enforcement of that, not retribution for breaking it. Failing to comply here, however, will result in an unfortunate situation worse than what the Congress currently faces.

As an apology for my somewhat belated response to your reply, you now have thirty-six (36) hours to make the necessary changes to these facilities' docking protocols. If this has not been done by then, then you will have forced the Republic of Liberty to take further action.

Good morning.

Unfortunately due to the fact that the Arbiter is currently sitting in the court room for a trial..... called on by yourselves (I guess I would have thought you would have been aware of this, perhaps I was wrong), we do not have the means to authorize this request.

However, I would like to point out that the Liberty Police have already been granted access to Puerto Rico and docking rights when we first received this message. Unfortunately this means that until the Arbiter is back home, and the trial is over, you may be required to trust the Liberty Police to do their job.
