"One of your vessels OSI-Sovereign, was caught by one of our patrol vessels whtin our security zones in Chugoku and Tohoku. when confronted, your pilot proceeded to flee to one of our bases. When our patrolman ordered him to stop, he refused. I was en-route and informed as to the developing situation, and fired off a message ordering him to not attempt to moor with Ruyku, which he then refused as well. " She paused, shaking her head.
"Blatant disregard for our security zones and our direct orders... pardon me if I'm less than happy.
I'd appreciate it if you came into contact us about this as soon as possible. We take our security zones rather seriously, I would appreciate it if you all did as well. Attached below is everything you need to see from the event. I'd start re-educating your pilot immediately."

I cannot apologize enough for this incident as it was something that could of been easily avoidable and will be avoided in the future. I took it upon myself to investigate the matter and as such have looked into the details you have sent and spoken to the Captain of the ship in question.
It boils down to the fact that the Captain of the Sovereign is not only new to the ranks of OSI but also new to the Zoner way of life, having come from more controlled house space, it hasnt quite sunk in that Zoners and indeed OSI have a unique position within Sirius where we find ourselves on the fence between law and crime. As such when your Blood Dragon approached he actually thought he was about to be pirated and as such took to fleeing the situation. This was an oversight on our part for not properly training this new pilot fully in our ways of trading and relations with unlawful organisations.
You have my promise that this is a one off event that will not be repeated by OSI again.
