For the past few months or so, I have played on this server's IP address, with an average ping of 330-350 (I live in Singapore) with minimal lag spikes and fluctuations, even in group fights.
However, for the past 2-3 weeks, I experience a minimum of 450+ ms ping and regularly 60+% lag even in off-peak hours. I have avoided group fights entirely as they cause me to disconnect at a whim. My WinMTR connection test is below.

This is where your latency is increasing too much - note the 5th column, it is the average ping round-trip time between you and the hop. That sort of latency increase is normally only seen cross-continent, but both of those hops are in Singapore. The latency increase is even higher than the one going from Singapore to the US, so something is definitely wrong there. Since both of those hops are managed by SingTel you might have some joy asking them to fix it (especially if you are a customer).
Thank you for diagnosing the problem. I have connected to the server via a different route from that problematic IP address, which has significantly reduced the lag.
