I've tried explaining.

Reports have been tried too, but, generally, there aren't rules against these things, even though the consensus is that some BHG ruin the game for people (see: Rheinland pirates).

Either the ID gets ridiculous limitations, or the ID, retaining its freedom, isn't so widely available.

If there are not rules against these things you speak of, then perhaps they are doing nothing wrong.
