Even most of the planet covered in suburbs would mean a great deal of people. Fact of the matter is, realistically, its impossible to achieve that sort of growth without 5 or 6 children to the average family, and even I think thats a bit out there. The current compromise satisfies me, and involves changing the infocards to reflect that there's no way to fill the entire planets.
And, as for the 'its just a game' suggestion...Think of it from my point of view. I'm not saying this because I'm particularly bent out of shape over it, but because its a discussion I enjoy, like it were, say, a crossword puzzle. I've suggested that the population is larger, and people keep telling me 'its just a game' Which is akin to me asking what's a five letter word for strudle, and people chiming in that they couldn't give a damn...If they don't care, why participate, because, simply, it is just a game? If you do care, its because there's some level of entertainment involved in the discussion, and the 'its just a game' argument explains why you are participating.
Honestly, I get the 'its just a game' response a lot, and get attacked for making comments and observations. I'm not posting such things on these forums for my health, nor am I participating in discussions because I have to. I'm here, posting, because I want to. Because I find this entertaining...I don't see how my discussion is likely to damage your entertainment if you don't want to participate, you can simply not post or not read. Go play the game. For that matter, the actual numbers on the infocards wouldn't change the way anyone enjoys the game. 'Its just a game', ergo, you should let the people who want to model model, the people who want to work on systems do systems, the writers write, the people who want to discuss things, let them discuss. Unless you're getting some sort of entertainment from saying 'its just a game' I don't understand why you'd bother.

It seems every game I play has someone saying "its just a game" somewhere. I usually take it as don't be so serious, not don't care about it.
But anyway, on topic i think that billions is the right number. Trillions? That would have to mean people are getting very busy making lots of babies...:)
If an average outcast can live to 120 (I think) according to the news on one of their bases, probably Malta, then most of the 'civilised' parts of sirius will live longer. Also, technology could most likely enchance the reproductivity of people.
