A middle aged man, walking down the corridor of a rather large building. If one looked closely, they could have seen that this was not an ordinary building and not an ordinary man. Dressed in an expensive suit, that even on Manhattan, the capital of Liberty, would be considered as 'something', this man carried a suitcase sealed with the insignias of the Republic of Liberty, the same insignias that could be seen in this corridor and the whole building.
The man is William Parker, formerly commanding a wing of LSF agents, responsible for espionage and intel-gathering in the Independent Worlds and the Kingdom of Bretonia. His missions have usually been completed successful and all goals his superiors gave him were met. However, since roughly five years there was no promotion, no decorations, not even a simple 'well done'. He was an ambitious man, someone that wanted to go to the very top, someone that wanted to make a difference. But it seemed as if someone blocked him, as if someone did not allow him to fullfill the purpose he certainly had to have.
He considered even his latest mission to have been unsatisfying, boring and generally a waste of time, for a man with his skills. He and his wing were tasked to gather intel on Rogue activities in the Hudson system. When the orders arrived he raged at the incompetency of his superiors, he raged on the waste of time this meant and he raged as he knew that nobody ever gets promoted after such 'easy' tasks. Should they, after all these years of excellent service, have decided to put him in a backwater?
Just as he thought, that his career was over, he received an anonymous message. The signature showed that the message was sent from a high ranking member of the agency, however he did not know who sent it. He was to complete a specific task, should he be as successful, as the anonymous sender expected, he would get the position someone with his knowledge and skills deserved. There was no thinking twice, he felt that he was close to the bottom, even though said bottom would still have been a dream for a few million, if not billion people, and now he had the chance to get up, to play the game he was meant to be playing.
He, William Parker, who had joined the LSF after studying law and politics in one of the finest universities in Liberty. He, who had successfully completed even tricky missions and had a large knowledge on the way Liberty and Bretonia worked, whom to talk to, how to get the information needed. He was able to prove his worth to someone that saw his true value.
The task was not an easy one, Parker was supposed to find out which relevant information regarding a system named Drake, the BIS had gathered. Even though the information necessary to complete this task was hard to acquire, he knew people that still owed him a few favors. This made it possible to complete his task in a bit over a month.
The information he had acquired was now stored securely in the suitcase, sealed with the official LSF insignia to make sure that he did not raise any attention.
Upon the completion of his task, he had been invited to this building, the center of the LSF headquarters on Manhattan. He had an appointment with someone on the 20th floor, a certain Mr. Myer.
He entered the room at the exact time, to leave a good impression, but when he entered he realized that he was alone, there was a letter left on the desk.

if you read this, you have been able to complete the task we gave you, that makes us confident that we can expect you to serve our goals in exactly the way we expect.
We realize that someone in your old division has been laying stones in your way, they have blocked you from showing your true potential. As such we have decided to make you an offer that will bring you exactly where you want to be.
You are hereby ordered to move to the system you have gathered information on. You will be assigned to the Division 9, where you will find your destiny.
Do not tell anyone about this offer, the people that stood in your way would stop you as soon as they found out about this.
Upon reading this, he knew what to do. He had finally found a way to do what he was meant to do and so he left for his new life.
