Telescope Modding

I am attempting to generate a specific set of circumstances by either docking with, going too, and or any other selectable feature on the hub For example trading with. Or so on.
The object I am using as the catalyst is the Telescope. I am attempting to make it so that when you have the telescope selected and you select one of the features such as Dock or trade or scan. It trigers a countdown (3... 2... 1...) in the system chat. I am still new to modding but I feel there should be some way to complete this.

So you want a countdown in chat when someone docks with a specific solar? Also what is this telescope you speak of?

Telescope is the object name for the race buoy in Dublin that is used in the single player campaign. And yes a countdown in either chat or a specified zone.
