It's not an ingame bug but I would almost classify this as a bug.
This rule needs to be changed, especially the last part as it is way too open-ended and very outdated.
4.1 If you die whilst in a PVP situation, in any form, that character/ship does not re-enter the same system for 2 hours and the Player, on any of their ships, cannot reengage the aggressors on any character for 2 hours. You are allowed a grace period of 5 minutes to leave the system with an empty cargo hold and you are safe from further attack during this grace period within that system. If the attacker(s) log off, you may re-enter the system you died in.
This rule is good for skirmishes where people have no reason to come back and once it's done, it's done and doesn't last very long but it is not good for sieges so I suggest that this rule be changed with taking sieges in mind.
I will make things simple here, with such a rule, the inferior side is at an extremely disadvantageous situation in the situation of a siege.
Takes this as a example: JohnDoe kills 3 people in snubs, they are pvp dead. Now, another 6 random enemy guys log in, and kill JohnDoe. Now JohnDoe is pvp dead, since JohnDoe need to leave the system, the 3 dead enemy players that got killed by JohnDoe can log back, and continue the siege while JohnDoe has to sit out the whole 2 hours of PVP death.
Basically, this rule is very outdated and quite frankly, kind of confusing. It does not make much sense in the event of a siege, it's a loophole that can be freely used because the rule doesn't encompass everything as any good rule should and it keeps things way too open-ended.
Also in the event of a Siege, weapon platforms belonging to a player should be treated as PVP death, it would only make sense since a PoB attack is pretty much a PVP situation.
I suggest something along this line "In the event of a siege, any and all deaths relating to the sieging of the base should be treated as a 2 hour pvp death with no exception." and if it's already implied in the rule then it should be made clearer because we have sieges happening right now with this loophole being blatantly abused but nothing can be done because nobody knows if it's allowed or not at this point.
Why not simply yank the ability to create POBs from the general public and make them SRP-request only.
People have already proved they can't be trusted with nice things, and 90% of the unique RP opportunities are already locked behind SRP restrictions. So why not add another to the list.
