Everyone is well aware of that and yes, most the encounters will likely take place in the Taus. Everyone who joins gets told straight away: We log when there's something to encounter in the Taus, which might not be that often but maybe more often after we've shown to come around. We do have the intention to get the Maquis ZoI expanded to where the GRN can go along with the line of "Can engage GRN everywhere" added to the ID. For that, though, it needs an active group to back up the request.
Other than that, it's heavily based on written RP on forums.
//Edit: Also, the idea is to spawn various series of smaller events to repeatedly bring action to the Taus and neighbouring Systems, all part of an ongoing storyline.
