Putting all eggs into one basket and generalizing things to the same level despite they are not - not a reason here. They are not on the same level or about the same one. In-RP there is a huge difference between Rogues and Nomads after all, would you like to go comparing them? I think not. Freeport XI might get a low level defensive missions, a possible feature, but that's about it and don't expect anything top tier there, that is for the groups who are in-RP in capacity to do so. For the start it's Order missions, with one or two leading to Delta, hence you can say that's where help to FP comes to. These I'm trying to make work right now, if it goes alright then a few other parties will probably get theirs according to their status, but certainly not every joe sixpack and his dog, being generally hostile is not enough here. One step at a time, one step.

I would hardly say that "most of them live on the isis" - battleships are not infinite-space vessels, they can only hold so many people and ships. Toledo, however, is an entire planet with almost limitless room for exansion. I choose to believe that much of our base on toledo is hidden in the mountains and extends far underneath them, providing housing and training facilities for a large majority of the order's pilots and officers.
Comparatively, I'd say that roughly 50-75% of the order's personnel are stationed on toledo, while the remaining 25-50% are spread out among our other bases, including Isis, Apophis, Lisbon, Evora, Mora, and the varios capital ships and fighters we have operating currently.
Not only that, but you cant expect fighter pilots to work 24/7 and never get any recreational time. The ability to sit back, relax, have a drink, maybe even play some games, all contribute to the morale of the order's forces - pilots with low morale are not as effective in combat, just as soldiers with low morale arent.

Zoners live in the borderworlds, they have bases in systems where nomads run rampant, and are constantly fighting off those nomads in defense of those stations. I see no reason why someplace like freeport 11 in Omicron delta wouldnt offer missions to 'protect' the station by killing nomads in the field.

Currently it's only Freeport 11, and I did mention that it might get low level mission or two in it's close vicinity (6-8k away from it), defensive missions that is, just not for other stations. Hence not the common case but rather an exception due to it's location. That's the only place, every other one is damn too far to get involved in this mess, they should provide bribes instead. Once technical issues are resolved they'll get their one or two. Still, first things first.
