I am Jean-Michel Bechard, recently appointed Chief of Security for Barrier Gate Station. An Incident occurred today, one that was reported to me by a fellow member of the Security Team. Two Officers of the Bretonia Police Authority arrived today at Barrier Gate Station, while initially non-hostile, they began to claim legal jurisdiction over Coronado, which was disputed by my security team.

This did not stop them however, and they attempted to lecture the team on the status of Coronado, and Bretonian law, all the while not comprehending, or even purposefully ignoring the statements given by the security team on station, stating that Coronado was, in fact, under government by the Crayter Republic.

With the situation beginning to turn tense, the ranking security officer contacted the Crayter Republic, who were able to swiftly respond to the situation. After some discussion, the Police Officers and Crayter Military left for Cortez.

The reason I've contacted you today, is to hopefully receive an elaboration of the exact status of things. Do we need to worry about Bretonians claiming authority over Coronado? If you could explain the Crayter Republic's stance on this issue, I would be most thankful.

It is a pleasure to make your acquaintance, albeit the circumstances are less than what I would've hoped for. It has been quite some time since the Republic received any official transmission from a representative of the Barrier Gate Station... or its security, in this case.

Still, to the matters at hand. First, we appreciate you men's intention of clarifying the system's status.
Secondly, you can rest assured that the incident was resolved peacefully.

As for clarifications - the Crayter Republic holds claim over the system of Coronado in its entirety. Thus, we hold full jurisdiction over the whole system and our laws are upheld by the Crayter Military. So far there have never been any official contradictory statements from any of our neighbours, be them Bretonian, Libertonian or otherwise. That being said, I would not worry that the Bretonian government will claim authority over Coronado. What occurred was most likely a secluded event, born out of misinformation. Still, if there were to be any further developments to this story that you might need to know, be sure we will send word.

Alas - since we are already on this topic, I will take the opportunity to address an issue concerning your company. From what our officers have gathered, you wish to enforce a No-Fire-Zone of 10k around the Barier Gate Station. The matter was carefully considered and we wish to officially inform you that the Crayter Republic will agree to the existence of the NFZ. That being said, our forces will operate within the NFZ regulations, in hopes of maintaining a secure and peaceful environment. Still, we advise that your forces do not interfere with Crayter Military officers that may attempt to uphold the Crayterian Laws if, as a result, they end up flying within the said NFZ.
On the same note, I would appreciate if you would further clarify the scopes of your company.

Minister Corvin,

We're glad to hear that the Crayter Republic is officially acknowledging the Barrier Gate No Fire Zone, however administration wishes me to elaborate on the exact terms presented within the no fire zone.

Coronado is, as you stated governed by the Crayter Republic, that is to say, Crayter Law is the officially enforced law within the system. Do however to the independent nature of Barrier Gate, I've been instructed to formally request of you that the Crayter Military hand over primary law enforcement authority of those laws over to the Barrier Gate Security Staff.

Patrons of Barrier Gate Station have come to rely on the authority of the Security Staff within the No Fire Zone, thereby it would harm both profits and professional integrity of this enforcement was overtaken by the Crayter Military. As such, we are proposing that Barrier Gate Security will offer to police the area of Barrier Gate Station independently, with the Crayter Military given permission to assist Security Staff within the No Fire Zone.

Outside of the No Fire Zone, this right would of course be nullified, and the Crayter Military would take over primarily law enforcement duties. In order to further this business and military relationship, Administration will permit Barrier Gate Security to assist the Crayter Military within Coronado, and adjoining systems, with the possibility for expanded security operations in the Taus and Bretonian Systems, against the Gallic Royal Navy.

If you'd like to discuss this deal, or have any further questions, I stand by to answer them.

I apologise for the delay, yet the Ministry needed some time to deliberate on the situation at hand.

Upon careful consideration, the Crayter Republic has outlined the following terms:

• »A 10-kilometer spherical radius around the Barrier Gate Station will be recognized as a No-Fire-Zone (henceforth dubbed the BG NFZ).
  
• »The BG NFZ regulations are recognized as the same as for any other No-Fire-Zone, and will be enforced by the Barrier Gate Securiy.
  
• »The Laws of Crayter Republic are still in place within the BG NFZ, however, they will be enforced by Barrier Gate Security as a primary authority, with aid from Crayter Military forces if called upon.
  
• »Barrier Gate Security will have no further authority outside the BG NFZ.
  
• »Should a crime against the Laws of Crayter Republic be commited outside the BG NFZ and Crayter Military forces will pursue the criminal in question within the BG NFZ, said criminal will not be protected by NFZ regulations.
  
• »Barrier Gate Security will be responsible for any and all crimes against the Laws of Crayter Republic within the BG NFZ, unless it is proven they attempted and were unable to stop said crimes.
  

Should you wish to further discuss these terms, please do so. Otherwise, I await a reply of compliance to officially mark the beginning of a new beneficial relationship between the Republic and your company.

And with regard to your proposition about aid outside of the BG NFZ, it is appreciated, but it would be best that we stick to discussing one deal a time, wouldn't you agree?

I see. Firstly, allow me to clarify on the issue you brought up:

This phrase did not mention that law-enforcement would be handled by Crayter Military, but simply that an already proven criminal, under on-going pursuit, should not be able to fly into the BG NFZ and suddenly gain a free pass. It simply falls upon Barrier Gate Security to continue the pursuit and enforce the Laws of Crayter Republic themselves, or, if they do not have enough forces present, with the aid of the Crayter Military Officers who were already in pursuit.

Still, allow me to reformulate the terms in order to better suit your proposed addendum.
