You should have stolen it! lol. Karlotta's idea is slightly better cause it prioritizes on menu use over console command. The key would be to find the suitable place for it in the menu rather than the Sirius sector like an Icon in between labels and physical map or beside base list (If the engine allows it). Your concept of using dialog boxes is also great because it fixes the issue about messages dissapearing to fast. This concept of yours could also be implemented in other many console options like pimp ship. So players could get the info in dialog boxes as well when using pimpship.

Both options are good, in my opinion but if I had to pick one I'll go with Karlotta's for accessibility. Like with this option I wouldn't really use the console options for info at all once I know is in the sector map. I don't have to worry for memorizing the commands nor bringing the console each time I want to read info much less worrying the text disappear. Having both options would be optimal in my opinion.
