Greetings,
To who it may concern,
My name is Rick Tiltman, Arbiter of the Junker's Congress. I don't believe we have met since I took the title of Arbiter.
However, I assume we are both very busy people so I will make this quick. Congress and ALG Were working on a project. You see, Congress has a lot of contracts to fill and I, as Arbiter feel that the best way to increase the pace of these contracts being completed is to captain larger vessels. Now I understand that corporations will not willingly sell us ships as it could absolutely wreck your Kusari markets if it ever got out. So my request is you help upgrade Vieques Shipyard, our current shipyard where we build most of our transports. I want it able to construct a Stork Class Train. I know this is a tall order, and certainly won't be cheap. I also understand that some parties may not be thrilled with the idea, I hope you will be open minded.
What I need from you specifically:
1. An Estimated Price
2. Quantity of Materials needed
3. What materials will be needed and what (if any) can you supply?

Sehr geehrter Herr Tiltman,
It's a pleasure to make your acquaintance!
You will have to forgive me for the long delay in getting back to you about your request. A lot has been happening in and around Rheinland and my attention was needed in critical areas. I won't bore you with internal corporate updates so let get to discussing your proposal.
From what I gather you are working in conjunction with ALG and now would like to be able to construct your own Storks on your own facilities? And is this not something that your current business partner is able to fulfill?
Allow me to give you some free business advice: purchase the ships outright from any civilian shipbuilder. It is far less costly, especially if you are placing bulk orders. If that is not feasible, outsource your bulk shipments to one of many shipping giants. I can personally vouch for Republican Shipping. They have a longstanding and excellent track record when it comes to shipbuilding, especially those that are geared toward the commercial market. Constructing an all new facility and building the appropriate channels to keep the supply chain going is an extremely complicated and costly operation.
At this time I cannot provide you with exact figures and quotes as we will need to have an inspector evaluate the current conditions of your facilities to determine its 'fitness' for further upgrades.
Mit freundlichen Grüßen

Not a problem at all, I am used to dealing with, how do I put this professionally... Bureaucratic Feces?
No, ALG could fulfill it unfortunately their...ehem...Bureaucratic Feces appears to have gotten so bad, that they are no longer capable of even replying to a transmission let alone to fulfill a contract which is why I sought out your help.
The advice is appreciated. However if you are not interested then I think I will continue this venture elsewhere. The Congress needs these transports for contract filling and I would rather build them ourselves then constantly have to buy from secondary vendors. I thank you for your time and look forward to future cooperation between Duamann and the Congress.
If you ever need anything give us a call,
you may find us surprisingly resourceful.
