So

Unwisely (it turns out) I bought a Zoner Whale with all my savings.

I just wanted to pick up cargo, explore, and generally move around place to place.

However, EVERYTIME I buy something with a view to taking it to location X to sell, I get there and get the green message telling me my cargo size is too big to dock. Then I spend five million hours trying to find anywhere I can dock and dump the cargo. It is frustrating and now v tedious.

Can someone please explain firstly the RP story on this, and secondly if there is a rule/logic to this such that I can know in advance if I will be able to dock somewhere.

Finally, what is the upper limit on cargo size for these places?

Zoner Whale is only allowed with Zoner ID. Thus, read Zoner ID and you will see why you can't dock in certain places.

look to your ID. it says you can't dock ships with more than 3600 cargo on house sovereign space. to know where to not dock go to the disco rules HERE

In first it's balancing to prevent powertrading. Even I personally believe it is pretty drastic. The Zoner ID forbids docking 5k vessels in sovereign house space.
Lorewise the only logic explanation is that Zoners have decided to leave the house systems.
However I suggest you to join OSI or IRG, both can dock in house space. Even though I am not sure if the IRG permission is legit or just a mistake to their ID.

IRG can dock on researh stations in house space. the best he can do is join OSi or take others cargos

there are several trades routes for the whale! use the fl companion to pick the best one. of course the old deuterium/h fuel is gone ... oooh the old days ... but there is still some nice ones. even some ore ...only can selll hellium at the best point. but several ores you can buy legally even from pob and sell on secondery points.
