- Verify and Register both base and supply vessels in the Bases Regulation Database, and notify in reply to this channel that you have done so.
- Apply changes to your base policies regarding docking and services, so they are in compliance to the terms above.
- As per section 8.9 of the Kusari Codex, transfer a sum of 50 Million credits for the construction of a modular base in the Tau-53 system (former Rishiri System) to the [KNF]Heikiko.Maru . Submit a visual confirmation of your transfer here or on the submission to the Bases Regulation Database.
- You have also incurred a fine of 20 Million credits for your disregard of Kusari law and authority in the system, and subsequent violations of the laws in effect. This fine is to be paid to the [KNF]Heikiko.Maru , and visual confirmation is to be submitted in reply to this communication channel.
Failure to acknowledge this transmission or to successfully normalize your situation within 7 standard days (until Dec 21) will be considered contempt towards the Reformed Kusari Empire authority, and will result in harsh consequences to your assets and business.
Respectfully, Office of the Admiralty,
Kusari Naval Forces.

Konnichi wa Naval Forces Representitives,
We are terribly sorry for the informalities we caused with our unregistered installation. We were preparing to address this situation as soon as possible, but you acted before we did.
We accept the fine and other penalties applied by the Reformed Kusari Empire.
The payment of both the fine and the registration cost can be seen in the following attachment:
Our most sincere apologies, first of all. Mr. Shinagawa is traveling for a business enterprise and it took me a while to receive confirmation on the matter. [KNF] is added to the base. We, again, apologize for the delay.
