If you want a fighter that can go everywhere, try the Eagle. It's a civilian ship. Apart from that, everything depends on your alignments really.

If pirates start to annoy you, make another character that's a pirate himself/herself that way you can pirate back. Alternatively make a Bounty Hunter character and go hunt the pirates.
Just sugestions, not instructions.
