As I'm sure you are aware, the war against Gallia is not going well. As a result, we have a significant number of refugees looking for safe haven well away from the war zone. Because of our past positive relations and the success of the Port Jackson colony on Gran Canaria, we were hoping to repeat that success on Pygar. Due to the hostile space that Pygar is situated in, our supply and refugee convoys will need to run heavily armed, but we assure you that we have no designs on the planet itself beyond one small colony.
