A specific news article was suspiciously brought to my attention by military analysts and it outlines the rough idea of a secretive treaty outlines between the Outcasts and the Kingdom of Bretonia regarding the preservation of peace within the Tau region. All well and good, until I read further and see the mention of a secret part of the treaty that, to quote, "serves the stellapolitical interests of Maltese Hispania."
As I'm undoubted sure you're aware, the Maltese and Liberty have long-since been locked in skirmish warfare and with increased Outcast activity within and on the borders of Liberty, I would be highly disappointed, and react very harshly if this rise of Outcast activity, harming Liberty civilians and personnel, was linked to the Kingdom of Bretonia. Especially after having aided the Kingdom in it's most critical time.
Another concern is what this treaty means for the Crayterian Republic. I find it interesting that a treaty regarding maintaining peace in the Tau region didn't include the Crayterians as they are, as of current, the dominant power in the region. I will be blunt. Is this intentional? Is the reason you left them out because you wish to turn on one of your allies, one whom aided you during this war, now to become the thing we'd been fighting against in the name of conquest of the Tau region? If so, then make no mistake, you will face swift retaliation for any aggressive military actions taken against the Crayterian Republic.
We have not fought and bled to end the Gallic menace so another expansionist, combative tyrant power could come to rise.

In short, I haven't the faintest idea what you are talking about. To my knowledge, no treaty has been signed between the Crown or the Outcasts. Although I must ask who directed you to what news article, since nothing has crossed my desk as of late concerning the above.
As you well know of course, the Crayterians have recently secured Tau-31 and planet Harris (according to data secured by the SIS), which under the terms of the Treaty of South Shields, is agreed by all to be Bretonian Territory. Given the situation in Leeds and the remainder of the Taus, there is no cause to believe that the Crayterians won't abide by the terms of the treaty, and therefore no need to even consider a secret treaty, especially not with the Outcasts of all people.
So before you start dealing out threats as though they were going out of fashion, I'd simply ask you share what you were told with us in full and that we all focus on the task at hand. Furthermore, I'd ask what business the 5th fleet has in asking about these matters. The Liberty Government presumably still has a foreign office that's functional, why are they not the ones asking?

My cause for being the one to make initial contact is these developments directly correlate to the security of Liberty and safety of Liberty civilians, and thus the immediate task falls to the Liberty law enforcement and Naval offices first and foremost.
Onto address your concern as to where these accusations originate from, I would turn your attention to a news article from a Republican leaning Maltese news service that conducted an interview with an individual identified as "Mr. Hernan Escuardo" with a political title of "Speaker of the House of Dons", I'm assuming from their form of governmental structure. This interview, which includes direct references to a 'Basilica treaty' signed between the Outcasts 'Legion' and the Kingdom of Bretonia. Information included in this interview detail the treaty outlining borders within the Tau region, which I find rather curious that it lacks, in the capacity I see anyhow, involvement of the Crayterian Republic.
This interview very clearly lays out that a portion of the treaty is not available for public eyes, Maltese or otherwise but, to quote once more, "serves the stellapolitical interests of Maltese Hispania". These interests, which I have no doubt correlate with increased Outcast activity within Liberty and threatening the safety of the people I am sworn to protect, I'm sure have something to do with what's hidden from public eye. It is within the best interests for the protection of Liberty that this matter is investigated thoroughly to ensure an ally, that we've fought hard to protect, and even to the final invasion of Leeds suffered casualties to aid, is not complicit in actions that directly conflict with the well being of the Republic.
As for your Treaty of South Shields, I have no doubt the Crayterian Republic has every intention to return Planet Harris back to it's owners now that Leeds has been recaptured and your corridor to the Tau region is open once more. However with this news do not act surprised if they would use such as a bargaining chip to ensure Bretonia remains on the sidelines in regards to any Outcast-based conflicts in the region for their own safety, quite personally I would do the same.
I highly recommend a diplomatic meeting is held between the Allied powers to discuss post-war conditions now that the Gallic threat is effectively neutralized in terms of full-scale warfare. I'm sure the Crayterians are eager for an explanation as well as I have also made them aware of this treaty, and made appropriate arrangements in what's viewed as 'worst case'.

I'd like to point out that you are relying upon a source that could be considered 'dubious' at best, at worst it could be considered a lie. Why you would put any stock in the papers of your enemies is lost on me. No sir, no treaty exists, we trust the Crayterians to uphold their oaths and their treaties, perhaps you could extend the same courtesy to us.
As for a meeting, I will host a summit of the NATO powers once Leeds is secured to discuss the future of our respective organisations. An invitation will be sent to the Liberty Government as well as the CR, 5th and LN high commands in due course. I look forward to meeting with you in person when a date and time is arranged.

I understand the frustration of being accused of such. Typically I would disregard such news reports, however past actions to sustain the longevity of Bretonia, seizure of Omega-49, Aland Shipyard, have put my people on edge. I'm merely trying to ensure the best outcome for the safety and security of both Liberty and Bretonia with this outbreak of Outcast attacks in Liberty borders.
As for the post-war summit, I look forward to it and will be present myself on 5th Fleets behalf, hopefully all uneasiness can be resolved following the summit, and things will return to a more normal status afterwords.
